Job description

Primary Objectives of Position

The Senior Manager / Assistant Director assists the Director to:

  • Identify and close existing performance gaps, discover and exploit opportunity gaps within the health and social sector to ensure HSC stays relevant and viable

  • Oversee the budgetary, operational and administrative needs of various services within Health & Senior Care (HSC), including Active Ageing Centre, Dementia Day Care Centres and Integrated Community Care Services

  • Deliver seamless service and clinical intervention of the highest quality

  • Ensure compliance with all regulatory and statutory guidelines as stipulated by the governing ministries and their agencies

  • Strategise and implement short- and long-term strategic targets

Job Responsibilities

Strategic Leadership

  • Identify, analyse and exploit opportunity gaps in the community and health care sector by exploring synergies and collaboration with internal and external partners within the community and the Regional Health Systems.

  • Lead the team to achieve Service’s short-, mid- and long-term goals and objectives.

Service Quality and Clinical Practice Standards

  • Monitor and measure the effectiveness of existing and partnership programmes including the level of clients / caregiver satisfaction.

  • Guide and ensure the team deliver highest quality of care via inter-professional collaborative practice, including completion of individual care plans as part of holistic care practice.

Employees Development

  • Identify training needs and ensure team members, including clinicians, professional and care team are equipped with the required skills and competencies to deliver at the top of their licence and potential.

  • Mentor and coach clinicians, professionals, and care team to provide highest level of care that are to our clients.

  • Collaborate jointly with HR team to plan and recommend the professional and career development of the employees, to align with SkillFuture framework.

  • Lead, guide, and coach team members to optimise their potential to perform at their peak.

  • Set goals, review, and appraise the performance of the employees in compliance with the performance appraisal cycle.

  • Groom the next generation of leaders from the current bench

Operational Results

  • Identify, analyse, and close all performance gaps within HSC.

  • Prepare financial budget and track utilisation on a regular schedule.

  • Ensure HSC’s budget is met by managing the financial prudence and performance, including monitoring monthly service targets and utilisation.

  • Optimise the use of assets and resources to maximise operational efficiency.

  • Review and update policies and procedures to ensure compliance with clinical and operational and statutory requirements.

  • Monitor, review and evaluate the centres’ progress and muster monthly.

  • Supervise and oversee the day-to-day operations of the centres/ programmes to ensure utilisation meets the service agreement stipulated by the regulatory and funding ministries and their agencies.

  • Review and provide follow up with public and caregivers’ concerns and feedback timely.

Stakeholders Engagement

  • Establish good relationship by engaging internal and external stakeholders professionally, including caregivers, families, grassroots leaders, and the community partners.

  • Actively promote awareness of AWWA Village’s service to community stakeholders and partners in the Regional Health Systems.

  • Plan and operationalise collaborative programmes with external stakeholders including air master, total hip, women’s health, stroke and cancer rehabilitation programmes.

  • Review and evaluate progress and outcome of partnership programmes.

Job Specifications

  • A recognized University Degree

  • Minimum 10 years of relevant experience in leadership role, with excellent interpersonal skills to engage and establish relationships with community partners and government agencies.

  • Excellent understanding and appreciation of the health and social landscape in Singapore.

  • Strong project management capabilities, combined with critical thinking and problem solving skills

  • Strategic leadership mindset with excellent stakeholders’ engagement skills

  • Passionate in serving the community with special focus in seniors

  • High energy with a passion to serve, creativity to provide unorthodox solutions and a heart to groom the next generation leaders
