Job description

Position Overview

Diabetes Singapore is seeking a dynamic and experienced Finance & Administration Managerto lead and oversee the financial, administrative, and human resource functions of the organisation. This role plays a critical part in ensuring sound financial stewardship, operational efficiency, and strategic alignment across all business units.

As a key member of the leadership team, the Finance & Administration Manager will work closely with the Executive Director and Management Committee to provide timely financial insights, operational recommendations, and compliance guidance. The successful candidate will act as a strategic business partner, contributing to the transformation of the organisation’s internal capabilities by initiating and managing finance and administration improvement projects, including systems implementation, process automation, and outsourcing of selected services.

Key Responsibilities

Financial Management & Reporting

  • Lead the full spectrum of financial operations, including accounting, budgeting, forecasting, and financial reporting in compliance with the Charities Accounting Standards and other applicable regulatory frameworks.
  • Prepare accurate and timely monthly, quarterly, and annual financial statements and reports for internal and external stakeholders.
  • Monitor, manage and forecast cash flow and working capital to ensure financial stability.
  • Oversee the management of grant funds, donor contributions, and restricted funds, ensuring adherence to donor intentions and reporting requirements.
  • Support the Executive Director and Management Committee by providing financial analysis for key business decisions, investment proposals, and strategic planning.
  • Liaise with auditors, ensure completion of external and internal audits, and address audit recommendations promptly.

Governance & Internal Controls

  • Design and implement robust internal controls to safeguard the organisation’s assets and ensure the integrity of financial and administrative operations.
  • Establish clear finance and procurement policies and procedures to enhance transparency and accountability.
  • Ensure statutory compliance including financial, tax, regulatory, and reporting obligations.

Human Resource & Administration

  • Oversee payroll processing, employee benefits, and HR records, ensuring accuracy, confidentiality, and compliance with statutory and organisational policies.
  • Support the Executive Director in HR planning, staff budgeting, and implementation of HR policies and procedures.
  • Lead the administration function to ensure smooth daily operations, including office management, procurement, and vendor management.

Organisational Development

  • Lead finance and administrative transformation projects aimed at improving operational efficiency, including the adoption of digital systems and data-driven processes.
  • Identify opportunities for continuous improvement in financial systems, processes, and policies.
  • Drive a culture of accountability, performance excellence, and operational resilience across departments.

Qualifications & Attributes

  • A recognised degree in Accountancy, Finance, or related discipline.
  • Minimum of 5 years’ relevant experience in a similar capacity, preferably within the non-profit, healthcare, or public service sectors.
  • Solid understanding of Charities Accounting Standards, fund accounting, and grant management practices.
  • Strong analytical and problem-solving skills, with the ability to interpret financial data to inform decision-making.
  • Proactive, resourceful, and results-oriented, with a strong commitment to organisational integrity and good governance.
  • Excellent interpersonal, communication, and stakeholder engagement skills.
  • High proficiency in Microsoft Office applications (Word, Excel, PowerPoint); experience with accounting systems and digital finance tools is an advantage.
