Job description

What the role is:

You will be part of the CCCS’s IST team to chart and implement CCCS’s digitalisation initiatives, as well as to lead the development and implementation of various IT solutions across the organization. The successful candidate will be responsible for managing project lifecycles, coordinating with cross-functional teams, and developing high-quality IT solutions to meet the business needs of CCCS. Whilst the current application relates to a contract position, successful applicants may, if subsequently found suitable, be considered for placement to a permanent position.

What you will be working on:

In addition to your responsibilities as a project manager, you also serve as a business analyst. As a business analyst, you will be responsible for analysing business processes, identifying areas for improvement, and implementing solutions to enhance efficiency and effectiveness. This role involves working closely with stakeholders such as end-users to understand their requirements and translate them into actionable plans. As a project manager, you will collaborate with stakeholders and vendors to drive and implement CCCS’s digitalisation initiatives, managing project lifecycles from initiation to deployment, ensuring timely and within-budget delivery. You will develop and maintain project plans, drive implementation, conduct status updates, identify and mitigate risks, and facilitate issue resolution. Other duties include developing and maintaining technical documentation for IT systems, ensuring IT governance, and ensuring compliance with Whole-of-Government ICT policies, rules, and standards.

What we are looking for:

• Background in Computer Science, Information Technology, or a related field;
• At least 3 years of relevant work experience in IT project management, business analysis, and application development;
• Proven track record of successfully managing and delivering IT projects, workflow solutions, and business process automation;
• Experience and proficiency in the following will be added advantages:
- Cloud-based technologies and SaaS systems such as Salesforce case management system, Cumulus/Workday HR and Finance systems, and SharePoint online;
- Tools and software such as UiPath, Word Macro, Excel Macro, Power Apps;
- Use and implementation of Artificial Intelligence (AI) technologies;
- Agile project management methodologies, such as Scrum or Kanban;
- Familiarity with Government Instruction Manuals, Government Procurement, and Government Commercial Cloud (GCC) such as AWS.
• Strong background in knowledge management, with a proven track record of designing and implementing effective knowledge management systems;
• Excellent communication, leadership, and problem-solving skills.

CCCS is also the administering agency of the Consumer Protection (Fair Trading) Act (Cap. 52A) or CPFTA, which protects consumers against unfair trade practices in Singapore.
