DESIGNATION

Executive/Senior Executive, Estate Development


RESPONSIBILITIES
  1. Assist the stakeholder to scope up the work required for CM and A&A.
  2. Assist the stakeholder to prepare project cost estimates and tender specifications for consultancy.
  3. Co-participate in the evaluation to award consultancy.
  4. Work with consultants and stakeholders to detail the scope of work for main contractors.
  5. Co-work with the consultant and main contractor to monitor site progress, attend site meetings and inspect the work after completion.
  6. Assist end users to ensure relevant WSH checks, RA and permits are valid and in compliance with Fire Safety & Building Control Procedures and Standards leading to submissions to Authorities and returning all documentation submitted after completion of work to owners for safekeeping.
  7. Co-perform with end users defects inspection and ensure rectification works are carried out after post construction.
  8. Provide technical support to end users to manage Defect Liability Period.
  9. Provide ad-hoc support and technical advice to all stakeholders.
  10. Provide technical consultancy in carrying out co-inspection of work after completion.
  11. Recommend best practices in maintenance for a safer operating environment.
  12. Carry out routine visits to schools and centres.
  13. Familiarise with MINDS Procurement guidelines and procedures.
  14. Handle all Procurement related purchases for the Department from sourcing, calling for quotations to award of vendor.
  15. Establish standards and processes that meet industry standards, company policies, and regulatory requirements.
  16. Conduct testing and inspection to ensure products or services meet requirements.
  17. Recommend improvements to workflows and procedures for better efficiency and consistency.
  18. Maintain records of test results, defects, and corrective actions taken.
  19. Ensure adherence to legal, safety, and operational guidelines.
  20. Work with stakeholders to maintain quality throughout the lifecycle.
  21. Assign as FSM for one of the entities in MINDS.
  22. Ensure the entity is safe and complies with the latest fire safety code.
  23. Carry routine checks on Fire Protection Systems and remove any hazardous conditions in the premises.
  24. Carry out two table-top exercises and two fire drills yearly.
  25. Conduct internal training for stakeholders.

QUALIFICATIONS
  1. At least a Diploma in Civil, Building, Structural, Electrical, Mechanical Engineering or equivalent.
  2. Candidate with FSM certificate is preferred.

OTHER INFORMATION
  1. At least 5 years of relevant experience in Facilities, Project Management or Quality Assurance.
  2. Good interpersonal and communication skills, able to work independently as well as in a team environment with individuals of diverse backgrounds.
