Job Description

  • Oversee the entire ICA design process, from concept to implementation, ensuring project delivery on time, within specifications, and meeting industrial standards.

  • Lead and mentor a team of ICA engineers, ensuring quality in design work.

  • Oversee the development of control logic, CMS programming, HMI interfaces, and Sub-Control systems, ensuring seamless communication and synchronization of control components.

  • Oversee the selection of instrumentation, sensors, and transmitters for accurate data acquisition, measurement, and feedback control.

  • Oversee the configuration and deployment of the Control Monitoring System for seamless process control and integration of subsystems.

  • Ensure ICA designs adhere to relevant safety standards (such as SIL, IEC 61511) and cybersecurity protocols to mitigate operational risks.

  • Collaborate with the process team to optimize processes through intelligent control strategies, adaptive algorithms, and data-driven insights.

  • Coordinate validation activities, including factory acceptance testing (FAT) and site acceptance testing (SAT), to ensure systems meet performance criteria.

  • Develop RFQ documents and collaborate with suppliers and vendors to source components, equipment, and systems required for ICA, ensuring they meet quality and performance standards.

  • Oversee testing and commissioning of the CMS, coordinating with the process team to ensure systems operate as intended.

  • Maintain clear and consistent communication with the project client and consultants throughout the project, providing updates, addressing concerns, and managing expectations.

  • Manage ICA design budgets, including cost estimation, resource allocation, and cost control.

Requirements

  • Bachelor’s Degree in Electrical, Process Control & Instrumentation, Automation Engineering, or related engineering discipline.

  • Minimum of 15 years of relevant experience in the construction industry, preferably in water, wastewater, or WTE projects.

  • Relevant ICA design and engineering experience is advantageous.

  • Familiarity with Singapore's codes of practice and standards.

  • Experience with Revit, AutoCAD Plant 3D, or related design software.

  • Proficiency in Microsoft Office Suite.

  • Excellent communication skills in English, both verbal and written.

  • Willingness to take responsibility and work overtime to meet deadlines.

  • Hands-on experience in designing and implementing complex ICA systems in industrial environments.

  • Proficiency in programming languages for PLCs (e.g., ladder logic, structured text) and HMI/DCS systems is advantageous.

  • In-depth knowledge of control system architectures, such as DCS and PLC-based systems.

  • Familiarity with industry standards and protocols (e.g., OPC-UA, Modbus, HART, Profibus, Ethernet/IP).

  • Strong understanding of process control theory, PID tuning, and adaptive control strategies.

  • Experience with functional safety standards (e.g., IEC 61508, IEC 61511) and cybersecurity best practices.

  • Excellent problem-solving and troubleshooting skills.

  • Strong leadership and communication skills for guiding technical discussions and collaborating with diverse teams.

  • Good technical understanding of water, wastewater, and WTE control systems.

  • Relevant experience in design and site work for water, wastewater treatment, and WTE projects.

  • Motivated and capable of working independently with minimal supervision.

  • Willing to work full-time at the project site in Tuas South, 5.5 days per week.
