Sitting within the Information Technology Department, the Systems Analyst is responsible for:
- Managing the technical requirements and design aspects of projects.
- Analyzing the Authority’s needs, scoping problems, and developing technical use cases.
- Mapping and reviewing business requirements to technical designs.
- Documenting requirements, evaluating alternatives, and recommending solutions.
- Collaborating with users to ensure smooth deployment and adoption of solutions.
Performing analysis, including:
- Technical Analysis Planning and Monitoring: Identifying stakeholders and managing requirements.
- Enterprise Analysis: Clarifying business needs and defining solution scope.
- Requirements Analysis: Assessing current states and elaborating detailed requirements.
- Solution Assessment and Validation: Evaluating alternatives and assessing deployed solutions.
- Managing conflicts, issues, and changes: Ensuring stakeholder agreement and managing expectations.
Technical Skills Set and Experience:
- Clear technical documentation skills.
- Experience in development (.NET preferred), secure coding, DevSecOps, and system support.
- Preparing user documentation and technical design documentation.
- Interacting with SMEs and understanding technical concepts.
- Gathering user feedback for documentation improvements.
- Maintaining project document repositories.
What we are looking for:
- Relevant tertiary education preferred.
- Experience in full project development lifecycle.
- Background in business analysis, solutioning, and design.
- Strong analytical and problem-solving skills.
- Proficiency in business process modelling tools.
- Ability to perform various analyses, including root-cause analysis.
- Proactive, resourceful, and innovative mindset.
- Facilitation skills for discussions and workshops.
- Strategic and detailed understanding of business needs.
- Knowledge in Agile, Cloud, Container Technologies, and Knowledge Management is a plus.
- Knowledge of Singapore government securities and procurement processes is advantageous.
- ICT Assessment Certification (NUS-ISS) is a plus.
- Knowledge of design thinking and workshop facilitation is beneficial.
- Results-oriented and customer-focused.
- Strong organizational and interpersonal skills.
- Excellent communication skills, both oral and written.
