Project Manager Job Description

Ensure overall success of a project, or a portfolio of projects, by ensuring that projects are delivered on time, within budget, meet business requirements, and comply with governance frameworks, including security and resiliency.

Manage and monitor project plans, milestones, risk, and change management to ensure timely delivery within scope and budget.

Plan and manage the project scope, objectives, and desired outcomes, ensuring alignment with the business goals of the Authority.

Lead the development of business cases, concept papers, and funding strategies.

Oversee procurement activities, including tender specifications, evaluation, and awarding.

Develop comprehensive project schedules based on appropriate methodologies, identifying dependencies, critical paths, milestones, and deliverables.

Build and communicate work plans, ensuring team alignment with delegated tasks.

Conduct regular meetings and provide progress reports to stakeholders.

Manage stakeholder relations, keeping relevant parties informed of project status.

Implement issue and risk management processes and procedures.

Manage project closure activities, including performance guarantees and warranty periods.

During project maintenance, oversee application support services, covering contract management, service level management, change requests, incident management, and security services.

Requirements
  • Relevant certifications such as CITPM, PMP, COMIT, or equivalent are advantageous.
  • Hands-on experience across full project development life cycles.
  • Knowledge of Singapore Government procurement and governance processes is a plus.
  • Familiarity with design thinking and workshop facilitation is beneficial.
  • Experience in ICT project management, especially in government sectors, including ICT infrastructure, security, and change management.
  • Proven track record in delivering complex ICT projects and programs.
  • Experience with project management methodologies like Prince2 or PMP.
  • Strong understanding of ICT infrastructure components and security standards.
  • Knowledge of security use cases, threat modeling, and network security architecture.
  • Experience with organizational change management principles and methodologies, with certifications preferred.
