What the role is:
The Social Support Group (SSP) oversees all operational policy, planning, and delivery of social services for low-income and vulnerable families. The Operations Planning Division (OP) develops the operations policy for ComCare schemes and MSF-funded social services for lower-income or vulnerable individuals and families (including the homeless, the destitute, the elderly). The Operations Planning 3 (OP3) Branch oversees operations policy, service development, and capability development of various residential support programmes, namely the Sheltered Homes, Transitional Shelters, and Welfare Homes.
What you will be working on:
The Senior Manager / Assistant Director will report to the Senior Assistant Director overseeing the operations policy, service development, and capability development of programmes for low-income families facing housing instability, groups at risk of homelessness, rough sleeping, and vulnerable elderly. Responsibilities include:• Developing and reviewing operational policies to ensure effective service delivery by appointed Social Service Agencies in residential homes, including:o Monitoring and analysing data to evaluate the adequacy of programme space and quality of service for clients;o Reviewing and refining operational guidelines and referral protocols to address service gaps based on ground feedback or sector developments• Collaborating with training institutes and subject matter experts to develop and implement training programmes that enhance sector capabilities• Leading the development of operational frameworks and service delivery models of next-generation residential homes• Working with internal and external stakeholders to support broader policy reviews, as well as execution of service policies and service improvement initiatives
What we are looking for:
Competencies Required:• Preferably have relevant work experience in operations policy for programmes• Ability to synthesise and analyse data for operations policy reviews• Strong writing, analytical, problem-solving, and communication skills• Strong project management skills• Be self-driven and able to work well under pressure and tight deadlines• Be able to build collaborative relationships with government and community partners, as well as internal stakeholders• 2-3 years of supervisory experience will be an advantage.
