Autism Resource Centre (Singapore) (ARC(S)) is a non-profit charity organization dedicated to serving individuals on the autism spectrum throughout their lives. Based in Singapore, ARC(S) offers a range of services and resources tailored to meet the growing needs of the autism community.

We are seeking a Procurement Manager to serve as the functional lead for the Procurement Department. In this role, you will oversee procurement functions, systems, policies, and processes, ensuring that procurement outcomes meet organizational needs and comply with corporate guidelines.

Key Responsibilities:
  1. Procurement Strategy: Develop and implement procurement strategies aligned with the organization’s objectives.
  2. Functional Oversight: Supervise procurement staff, review and update procurement systems, policies, and procedures to ensure best practices and a balance between operational efficiency and governance.
  3. Procurement Review: Evaluate purchase requests to ensure optimal outcomes and adherence to policies.
  4. Advisor Role: Support users in sourcing, evaluation, approval, contracting, and system queries.
  5. Cross-Functional Collaboration: Facilitate effective collaboration across departments.
  6. Analysis & Reporting: Analyze spend data, generate procurement reports, and provide insights on risks, compliance, and improvement opportunities to management.
Requirements:
  • Minimum degree or equivalent professional qualification in any field.
  • 6 to 8 years of relevant experience, including at least 3 years in a supervisory role.
  • In-depth knowledge of procurement processes, guidelines, and practices. Familiarity with group procurement functions and government procurement guidelines is advantageous.
  • Proficiency in e-procurement software.
  • Strong stakeholder management, communication, and problem-solving skills. Proven project management and risk mitigation abilities.
  • Accounting knowledge and data analytics experience are a plus.
