Job description

Roles and Responsibilities

  • Assist the Project Architect with daily contract administration and project management tasks, including monitoring and tracking the progress of construction and project milestones for both public and private sector projects. The candidate should have a strong understanding and practical experience in applying the various Conditions of Building Contracts commonly used locally.
  • Coordinate and liaise with clients, consultants, and contractor representatives to address project and contractual issues.
  • Lead and/or attend meetings as required.
  • Support the Project Architect in preparing tender documents (e.g., evaluation criteria, specifications), conducting tender evaluations, and preparing recommendation reports. This includes drafting contract documents, addressing contractual matters during the construction phase, preparing contractual notices, letters, instructions, directions, and certificates, and managing variation orders, Extension of Time claims, and other contractor claims as part of the contract administration process.
  • Proficient in drafting project master programmes.
  • Review, assess, and provide recommendations to the Project Architect/Project Director on the content drafted by the client’s lawyer or quantity surveyor for front-end tender documents (e.g., preliminaries, preambles, amendment clauses) and supplemental agreements.
  • Assist the Project Architect/Project Director in reviewing, preparing, analyzing, and recommending responses to Requests for Proposals/Bids and service agreements.
  • Prepare and draft fee proposals, consultancy fee claims, additional services claims, and sub-consultancy agreements, as well as process sub-consultants’ claims.
  • Maintain thorough project documentation for claims management purposes.

Requirements

  • Bachelor's Degree in Building, Construction Management, Construction Economics, Building Science, Quantity Surveying, or a related field.
  • At least 10 years of experience working on projects utilizing key Conditions of Building Contracts, such as the Public Sector Standard Conditions of Contract (PSSCOC), SIA Building Contracts, and REDAS Conditions of Contract.
  • Relevant experience in both public and private sector projects in Singapore.
  • Experience across all phases of a building project, from inception, pre-tender planning, and construction to the Defects Liability Period and Final Completion.
  • In-depth knowledge and experience in the application of various Conditions of Building Contracts commonly adopted locally.
  • Strong understanding of construction programmes and scheduling.
  • Proficient in Microsoft Office (Excel, Word, PowerPoint).
  • Meticulous, proactive, and a strong team player, with a keen sense of timeliness for completing tasks.
  • Excellent verbal and written communication skills.
