An established industry player is looking for a skilled Quantity Surveyor to manage tendering and cost estimation processes. This role involves developing cost control systems, preparing detailed project cost estimates, and ensuring budget execution aligns with project goals. Key Responsibilities and Activities:
1. Participate in tendering
2. Development of Cost Control System
3. Establish Project Cost Estimation and Control Processes..
4. Monitor and Report Overall Project Construction Costs/Budget Execution, including quantity forecasting and cash flow analysis.
5. Prepare detailed cost estimates for construction projects, covering materials, labor, equipment, and overheads.
6. Develop detailed construction project cost estimates (covering materials, labor, equipment, and overhead costs), formulate and monitor project budgets, conduct root cause analysis for budget variances, organize the development of corrective actions, track implementation progress, and ensure cost control remains within approved limits.
7. Analyze bids from contractors and suppliers, providing recommendations based on value, quality, and cost-effectiveness.
8. Lead the preparation of subcontract tender documents, including Bill of Quantities (BOQ), Technical Specifications, Measurement Specifications (e.g., Standard Method of Measurement), and Contract Terms and Conditions.
9. Oversee contract preparation and execution, ensuring clear definition and fulfillment of clauses (e.g., payment terms, performance bonds).
10. Manage contract variations (e.g., design modifications, force majeure events), assess impacts on project schedule and budget, and implement mitigation measures.
11. Conduct interim valuations of work completed by contractors to facilitate progress payments.
12. Evaluate and certify contractor and supplier invoices to ensure accuracy before payment approval.
13. Prepare final accounts and settlements at the end of the project.
14. Work closely with project managers and engineers to determine the impact of changes on project budgets and timelines.
15. Lead the resolution of contractual disputes, including claims related to cost overruns, delays, or other issues.
Requirements
1. Degree/Diploma in Quantity Surveying/Building or equivalent.
2. Minimum 8 years of experience in tendering, cost estimation, and quantity surveying, with expertise in Singapore’s construction market pricing mechanisms.At least 3 years of hands-on experience in Singapore’s construction industry; candidates with a Main Contractor background will be prioritized.
3. Experienced in tendering for projects.
4. Proficient computer skills, including advanced proficiency in Excel.
5. Skilled in project management software.
6. Excellent interpersonal, written and verbal communication skills;
7. International mindset and an ability to drive collaboration, both within BUCG and externally;
8. Strong analytical skills and ability to develop practical solutions;
9. Attention to details.
