This is a 2-year secondment opportunity for a public officer passionate about shaping ideas and advancing thought leadership in governance and policy. As Lead Researcher, you will drive research exploring how the Public Service can navigate emerging challenges, build stronger institutions, and govern more effectively. You will work on complex topics such as governance models, technology for the Public Service, institutional trust, innovation, and policy development.
This role is suited for someone who enjoys connecting ideas with action—someone capable of thinking across systems, writing clearly, and sparking meaningful dialogue.
The Civil Service College (CSC) is a statutory board under the Public Service Division, Prime Minister’s Office. We serve as the central learning institution for the Singapore Public Service, partnering with government ministries and agencies to develop personnel for a first-class public service. CSC unites public officers from diverse backgrounds, offering opportunities for learning and skills development. Our networks enable officers to build capabilities, foster shared ethos, and gain deeper insights, creating a collaborative environment for dialogue and knowledge sharing.
