Job description

"To mould the future of our nation"

At the Ministry of Education (MOE), we believe in nurturing every learner and shaping Singapore's future through education. We are committed to providing a balanced and well-rounded education, supported by prudent financial stewardship to ensure meaningful outcomes for our nation. MOE enables quality education through innovative solutions, from maintaining world-class facilities to funding impactful learning programmes.

Role Overview: As the Lead Product Manager for Corporate Finance, you will define and lead the product strategy, roadmap, and measurable outcomes for MOE’s central corporate finance systems. You will establish product OKRs, drive digital transformation across HQ and schools, and collaborate with multidisciplinary teams. Mentoring junior product managers and analysts will also be part of your responsibilities to foster a high-performing, user-focused team.

About Corporate Finance

MOE manages a significant portion of Singapore’s public education expenditure, supporting over 350 schools, 33,000 teachers, and more than half a million students. Currently, finance operations are decentralized, with schools managing activities like budgeting, procurement, billing, and payments.

As part of MOE’s digital transformation, we aim to reimagine corporate finance operations to support both HQ and schools by simplifying processes, reducing administrative workload, lowering transaction costs, and enabling data analytics. Our goal is a future-ready finance system powered by streamlined processes, scalable solutions, and industry best practices.

Our Team

Join a dynamic environment where financial innovation meets educational impact. Our team comprises passionate professionals committed to solving challenges and driving change. We value diversity of thought, encourage experimentation, and foster continuous learning. You will lead and collaborate with UX designers, finance officers, and solution providers, all invested in your growth and in transforming MOE’s corporate finance services.

Key Responsibilities
  1. Define and Drive Corporate Finance Strategy, Roadmap, and Outcomes
  • Develop and own the product vision, strategy, and multi-year roadmap aligned with MOE’s digitalisation priorities.
  • Establish, track, and deliver on product OKRs and success metrics to ensure adoption and impact.
  • Prioritize initiatives to maximize value and usability for MOE HQ and schools.
  • Enhance Decision-Making and Financial Integrity through Data and Automation
    • Embed data analytics to support strategic planning, including budget forecasting and expenditure tracking.
    • Redesign financial reporting with a dynamic Chart of Accounts for intuitive financial insights.
    • Implement machine learning models to proactively detect anomalies and reduce financial risks.
  • Coach and Develop the Corporate Finance Product Team
    • Mentor junior product managers and analysts to build capabilities and foster a user-focused culture.
    • Promote cross-functional collaboration and continuous learning within the teams.
    Required Qualifications and Experience
    • Bachelor’s degree in Computer Science, Information Systems, Data Science, Business Administration, or related; Master’s preferred.
    • At least 5 years of experience in Product Management, preferably in FinTech, SaaS, or government digital services.
    • Proven track record of launching and scaling impactful digital products.
    • Experience with agile methodologies and full product lifecycle management.
    • Excellent communication, stakeholder engagement, and influence skills.
    • Knowledge of UX/UI design principles and user-centered design.
    • Interest in public service and education sector is a plus.
    Key Competencies
    • Product Leadership: Ability to define strategy and lead product execution.
    • Data-Driven Decision-Making: Translate data into actionable insights.
