Job description

What the role is:

The Civil Aviation Authority of Singapore (CAAS) is seeking an experienced and strategic HR leader to join us as Deputy Director (Human Resource). In this pivotal role, you will support the overall strategic direction of CAAS' people strategies, leading a comprehensive spectrum of HR functions that support our mission of developing Singapore as a global aviation hub. Your leadership will be instrumental in shaping our workforce capabilities and organisational culture to meet both current demands and future challenges in the dynamic aviation landscape.

What you will be working on:

Strategic HR Leadership
• Partner and support Director (HR) to develop and implement comprehensive HR strategies and policies aligned with CAAS' organisational objectives
• Lead and mentor a team of HR professionals across various specialisations including HR business partnering, workforce planning, talent acquisition, talent management, capability development, employee engagement, compensation and benefits
• Drive transformation initiatives to enhance HR service delivery and operational excellence

People Strategy and Workforce Development
• Oversee strategic workforce planning and organisational design initiatives to ensure CAAS maintains optimal staffing levels and structures
• Guide the development and implementation of total rewards strategies to attract and retain top talent
• Lead the enhancement of competency frameworks and learning strategies to build future-ready capabilities
• Lead talent management and succession planning programmes to ensure leadership pipeline sustainability

HR Operations and Governance
• Ensure compliance with public sector HR policies while maintaining agility in HR operations
• Provide strategic oversight of HR analytics and metrics to drive data-informed decision-making
• Manage relationships with key stakeholders, including senior management, division heads, and external partners
• Guide the development and review of HR policies to maintain their relevance and effectiveness

What we are looking for:

Experience and Qualifications
• Minimum 15 years of HR experience, with at least 5 years in a leadership or equivalent capacity
• Experience in strategic HR management and transformation
• Experience in leading diverse HR teams and managing multiple HR functions
• Experience in compensation and benefits review is a plus, including knowledge of market trends and best practices in total rewards management

• Excellent stakeholder management skills and ability to influence at senior levels
• Strategic thinking and analytical capabilities to drive evidence-based HR solutions

• Only shortlisted candidates will be notified.
• Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance and may be considered for placement on a permanent tenure or subsequent contract renewal.
