Job description

Purpose of the Role:

This position sits under the Cancer Prevention & Control Department. Reporting to the head of department, the role will play a crucial role in strengthening Singapore Cancer Society's cancer navigation services, call centre capabilities, and community outreach programmes. This position will lead the ‘Phygital’ Navigation initiatives, managing a small team that includes the Cancer Navigation Programme, Community-based outposts, and the Enquiries Centre. The role will coordinate between various healthcare touchpoints and community partners to ensure seamless support for screeners and their families.

Responsibilities:

1. Cancer Navigator Programme and Training

  • Lead the Cancer Navigator Programme with backend support from the team
  • Develop and implement navigation strategies, frameworks and operational processes for the recruitment, training, deployment and management of navigation volunteers and staff navigators
  • Create/Organise comprehensive training materials and conduct regular sessions for staff and volunteers supporting the Cancer Navigator Programme
  • Establish pathways to include diverse volunteer groups including youth, corporates, committed volunteers, and cancer survivors
  • Conduct awareness and navigation trainings for community partners, where relevant
  • Coordinate support between SCS Centre @Bishan, healthcare institutions, and community partners to ensure smooth screening and patient care journeys
  • Monitor and evaluate the effectiveness of the Cancer Navigator Programme through appropriate output and outcome measurements

2. Community-based Outposts

  • Oversee the development and maintenance of community-based outposts with backend support from the team
  • Establish and maintain strategic partnerships with community-based outposts in partner sites (e.g., NCCS/NCIS, SSA/FSCs, AACs, CHP, FSCs)
  • Participate ethnic minority outreach initiatives as part of the community outreach strategy
  • Build and nurture relationships with various community groups:
  • AACs/SSAs
  • Ethnic minority communities and Faith-based Organisations
  • People's Association (PA)/Grassroots/CDC
  • Corporates
  • Youth and young adults
  • Women's groups
  • Plan and execute outreach programmes to SCS Centre@Bishan with relevant community partners e.g. Active Ageing Centres to promote cancer awareness and screening

3. Enquiries Centre (Call/Messaging/Email)

  • Manage the Enquiries Centre team consisting of an Information Coordinator and call agents
  • Develop call centre capabilities and operations, with mobile capacity to support partners and outposts
  • Establish and maintain effective 24/7 communication channels including call centre (office hours), email, and text messaging services (e.g., WhatsApp)
  • Develop digital interactive tools (e.g., AI chatbot, push notifications) to enhance engagement with potential screenees

4. Monitoring and Evaluation

  • Define key performance indicators and success metrics for the Cancer Navigation Programme, Community-based outposts, and Enquiries Centre
  • Implement regular data collection and analysis processes to track programme effectiveness
  • Prepare regular reports and presentations on programme outcomes and impact
  • Identify areas for improvement and implement enhancement strategies based on evaluation findings
  • Lead continuous improvement initiatives across programme areas

5. Team Management

  • Manage and develop a small team of staff across the Cancer Navigation Programme and Enquiries Centre
  • Provide regular coaching, feedback, and mentoring to team members
  • Conduct performance reviews and support professional development opportunities
  • Foster a collaborative and high-performing team culture
  • Coordinate workload distribution and ensure operational efficiency

6. Administrative & Financial Management

  • Oversee the administrative operations of the Cancer Navigation pillar, including liaising on finance, operations and legal matters
  • Support team lead in management of programme budget and financial reporting
  • Oversee process for vendor payments and maintain financial records
  • Coordinate procurement processes and ensure compliance with guidelines
  • Prepare regular reports on programme outcomes and financial performance

7. Other Functions

  • Support the Cancer Prevention and Control team for outreach efforts, campaigns, events, webinars, community and corporate talks
  • Draft reports and project status updates to the management and key stakeholders, including annual report write-ups
  • Conduct post-event assessments and evaluations, including reviews of processes, frameworks, and impact measures
  • Cross-deployment for other department events and activities
  • Work with other Cancer Prevention and Control Pillar teams on public education and campaigns, outreach partnerships, and knowledge translation

Criteria:

  • Degree in health/allied-health related field
  • Minimum 5 years of relevant experience in healthcare or community services with prior experience in managing small teams
  • Experience in programme management and stakeholder engagement, with financial, procurement and admin knowledge preferred
  • Knowledge of healthcare systems and programme/volunteer management
  • Experience in stakeholder engagement, partnership building, and event coordination
  • Strong problem-solving, strategic thinking, and organisational skills
  • Proficient in digital tools and online communication platforms
  • Effective team leadership with the ability to work independently
  • Excellent interpersonal and communication skills
  • Empathetic and sensitive when engaging with cancer patients and survivors
