An established industry player is seeking a skilled Contract Manager to oversee the financial and contractual aspects of large-scale projects. This role involves collaborating with various teams, ensuring compliance with contractual terms, and managing relationships with subcontractors and suppliers. Job Responsibilities
Assist the Contract Manager in managing the financial and contractual aspects of all projects from pre-tender to post-tender, including quantities, variations, measurement, tender costing, cost estimates, monthly claims, and final accounts.
Liaise with Quantity Surveyors and sub-contractors regarding progress payments, variations, claims, and extensions of time.
Ensure compliance with contractual terms and conditions as the primary point of contact.
Handle contract development, ensuring proper documentation, including setting up contract documents and work processes.
Coordinate with the Business Development Department to review commercial terms and conditions before contract execution.
Attend site visits, negotiations, and project site meetings for ongoing projects.
Monitor project cash flow, settle final accounts with sub-contractors and suppliers.
Prepare monthly cash flow forecasts in collaboration with the finance team (for actuals) and the sales/execution team (for forecasts).
Compile, review, and revise documents, and coordinate the preparation of bid materials.
Manage project insurances, including preparation and negotiation of insurance claims.
Review and improve the bid response process, governance, and overall quality and efficiency.
Resolve issues faced by Quantity Surveyors and project teams, including dealings with clients and sub-contractors on cost and contractual matters.
Prepare progress reports, charts, and interim claims.
Lead the contract lifecycle management (CLM) workflow.
Maintain confidentiality of all contracts.
Address questions from signees regarding contracts.
Track important contract dates and milestones.
Create and maintain a database of contract templates, including NDAs, non-competes, release forms, partnership agreements, purchase orders, employment, and contractor agreements.
Mitigate common contract management risks such as financial, legal, and security risks.
Respond promptly to internal requests, ensuring contracts are drafted and executed correctly.
Develop strong working relationships across departments and seniority levels.
Ensure compliance with all relevant laws, regulations, and company policies.
Liaise with subcontractors/suppliers, prepare scope of work, review and compare costs, award contracts, and prepare LOA/sub-contract documents.
Manage subcontractor/supplier claims, approve payments, and close project accounts upon completion.
Review subcontractor/supplier variation claims and back charges.
Perform any other duties as assigned by management.
Job Requirements
Degree in Construction Management, Quantity Surveying, Building, or equivalent.
Experience in managing large-scale process-related contracts, preferably with tertiary qualifications in Quantity Surveying and/or Contract/Construction Law.
Deep understanding of contracts, governance, and contractual terminology.
Leadership skills to manage and guide team members in tendering and project claims.
Ability to handle confidential information professionally.
Excellent negotiation skills for contractual claim issues.
Singaporean nationality.
Immediate or short-notice availability.
