Job description

What the role is:

The Social Support Group (SSP) oversees all operational policy, planning and delivery of social services for low-income and vulnerable families.The Operations Planning Division (OP) develops the operations policy for ComCare schemes and MSF-funded social services for lower-income or vulnerable individuals and families (including the homeless, the destitute, the elderly).The Operations Planning 3 (OP3) Branch oversees regulatory policies and standards of care for the Social Residential Homes that are licenced by MSF. The Branch also oversees the service development and capability development of residential support programmes under SSP, namely the Sheltered Homes, Transitional Shelters and Welfare Homes.

What you will be working on:

The Manager / Senior Manager will report to the team lead overseeing standards for the Social Residential Homes.Responsibilities• Develop, review and maintain the standards of care for Social Residential Homes (SRHs) that are licensed under the Social Residential Homes Act (SRHA), including to:o Develop the Code of Practice (COP) to harmonise and codify standards of care for the SRHso Manage the COP development and consultation process with SRHs and internal stakeholders, such as ODGSW and other teams within MSFo Develop guidelines to support to SRHs in meeting the COP requirements in specific areas• Develop and review operational policies to ensure effective service delivery by appointed Social Service Agencies in residential homes• Manage selection process for service providers, including developing selection criteria, evaluating proposals• Work with internal and external stakeholders to support broader service policy reviews, as well as execution of service policies and service improvement initiatives

What we are looking for:

Competencies Required• 3-5 years’ work experience in policy or programme development; experience in standards development or related field would be advantageous• Strong writing, analytical, problem solving and communication skills• Able to collaborate effectively with community partners, internal and external stakeholders• Experience in stakeholder management and consultation• Self-motivated team player with strong project management skillsFunctional Competencies• Service Strategy and Policy Planning• Service Operations Planning and Management• Design for Implementation and Communication
