Job Title: Document Controller

Location: Singapore | Woodlands

Department: Engineering / Project Management / QA-QC

Industry: Water Treatment / Utilities / EPC Projects

Reporting To: Project Manager / QA-QC Lead / Engineering Manager

Role Overview:

We are looking for a meticulous and organized Document Controller to support documentation flow and compliance for water treatment projects. The ideal candidate will manage technical documentation, ensure control over drawing revisions, vendor submittals, inspection reports, and correspondence — all aligned to project standards and quality procedures.

Key Responsibilities:

  • Maintain the document control system for engineering drawings, specifications, method statements, inspection reports, and vendor documentation.
  • Manage the receiving, logging, tracking, distribution, and retrieval of documents in both hard copy and digital formats.
  • Control and update engineering documents including P&IDs, D&IDs, layout drawings, datasheets, manuals, and test certificates.
  • Track submission statuses and ensure timely review, approval, and return of technical documents from internal teams and consultants.
  • Coordinate document handover packages for Mechanical Completion (MC), Pre-commissioning, and Final Project Dossiers.
  • Ensure proper implementation of document numbering, revision control, and archiving procedures based on project standards.
  • Support internal and external audits by maintaining traceability and document compliance records.
  • Interface with engineering, procurement, QA/QC, site teams, and external vendors to align documentation to project milestones.
  • Update document transmittals, submission logs, and deliverable schedules to track workflow and deadlines.
  • Assist in the preparation of as-built documentation and closeout packages.

Requirements:

  • Diploma or Degree in Engineering, Business Administration, or Document Management.
  • 2–5 years of experience as a Document Controller in water treatment, utilities, oil & gas, or EPC project environments.
  • Proficient in document control systems (e.g., Aconex, EDMS, SharePoint, Procore, or Excel-based trackers).
  • Familiar with engineering documentation for water treatment systems, RO/UF skids, chemical dosing units, and control panels.
  • Strong knowledge of ISO 9001 documentation practices, project numbering systems, and version control.
  • Detail-oriented with excellent organization, tracking, and communication skills.
  • Able to work collaboratively with multi-discipline teams and meet strict documentation deadlines.

Desirable:

  • Previous project experience with firms like Veolia, Sembcorp, Jacobs, Hyflux, Meinhardt, or PUB-linked contractors
  • Understanding of QA/QC inspection workflows, RFI, NCR documentation, and construction punch list management
  • Familiarity with mechanical, electrical, instrumentation document types used in industrial water systems
