Job summary

The National Research Foundation (NRF) is a department within the Prime Minister's Office in Singapore, shaping national policy for Research, Innovation and Enterprise. This role focuses on talent strategy, ecosystem development and competitive benchmarking to support national objectives.

You will engage senior leaders across public and private sectors, design and run flagship talent initiatives, and provide analytical insights to guide policy decisions at a national level.

Qualifications

• Proven experience in strategy, planning or policy in a similar sectoral development role.
• Fresh graduates or mid-career applicants with strong aptitude encouraged to apply.
• Strong analytical abilities with a broad sense of perspective.
• Ability to work with complex concepts and pull together information from different sources.
• Ability to collaborate well with others.
• Good written and verbal communication skills.

Responsibilities

• Shapes and provides policy oversight over a ~$3.5 billion portfolio of talent-related initiatives and programmes.
• Engages senior management of public research institutions, private sector organisations, and sectoral lead agencies to co-create policies and strategies with system-level impact.
• Designs, implements, and reviews talent initiatives, programmes and other ecosystem-building tools; supports Fellowship Evaluation Panel secretariat duties.
• Owns and uses a national-level platform to analyse talent stock/flow/mix, support headhunting of global talent, benchmark, and inform policy decisions.
