Job description

1. Human Resource Management:

Develop and execute comprehensive HR strategies aligned with the plant's growth plan.

Lead organizational design initiatives including job evaluation ("Position-Salary-Staffing Determination"), compensation structure development, and workforce planning.

Manage end-to-end recruitment and onboarding processes for new employees.

Oversee employee training programs and drive continuous skills development for existing staff.

Foster team building and maintain a positive work environment.

Manage employee attendance and leave administration.

Design, implement, and manage effective performance management systems and employee incentive schemes.

2. Culture & Systems Development:

Spearhead the development and promotion of the plant's corporate culture.

Lead the establishment, communication ("promulgation"), and continuous updating of the plant's policy and procedural framework.

3. Administrative Operations:

Ensure the efficient management of day-to-day administrative functions.

Oversee meeting coordination, administrative budgeting, reception/guest management, and facilities management (including cleaning and security).

4. Information Technology Management:

Oversee the plant's IT infrastructure development and application.

Ensure orderly execution of IT initiatives and drive the implementation of digital tools (e.g., MES, ERP) within production workflows.

5. Plant Certification & Compliance Management:

Lead the acquisition and maintenance of all statutory certificates, licenses, permits, and industry certifications required for plant operations in Singapore (e.g., BCA Certification, bizSAFE Certification).

Spearhead preparations for and manage responses to all related audits and inspections.

Qualifications & Requirements:

Bachelor's degree or higher in Management, Human Resources, Business Administration, or a related field.

Minimum of 3 years of production management experience within the manufacturing sector, specifically in steel/metal fabrication or construction-related industries, including at least 1 year in a managerial position.

In-depth understanding of Singapore's manufacturing regulations, safety standards (particularly for construction-related industries), and certification frameworks (e.g., BCA, MOM - Ministry of Manpower, NEA - National Environment Agency, SS - Singapore Standards).

Solid knowledge and practical experience in core HR functions, with familiarity of Singapore employment legislation (Employment Act, etc.).

Experience in implementing or managing manufacturing IT systems (MES, ERP) and a demonstrated digital mindset.

Excellent leadership, communication, interpersonal, problem-solving, and stress management skills.

Highly detail-oriented with a strong results-driven approach.

Proficiency in both written and spoken English and Mandarin is essential to effectively communicate with Mandarin-speaking clients.
