Job Description
Role Summary:
The Director, HR sets the strategic direction for the HR team and ensures that this is aligned with the overall mission and objective of APSN.He/She drives the full human capital function (strategically and operationally), collaborating with the Schools, Centres and Shared Services to build talent at all levels, deepen capabilities and engage staff to contribute to the growth of the individual and the organisation in the Social Services environment.
Key Accountabilities:
- Ensure that HR strategies, policies and processes are relevant, updated, effective and efficient.
- Review APSN’s establishment structure and ensure that there is an adequate staffing level to cater to the organisation’s growth and changing environment.
- Plan for and manage the overall manpower budget on a year-on-year basis to ensure prudence, while meeting the objectives of the manpower needs of APSN.
- Develop, maintain and review the APSN schemes of services (and benefits structure, including pay structure) to ensure that it is competitive.
- Ensure that APSN’s reward system is robust (including promotion and other forms of rewards) and linked to the performance management system.
- Ensure that the overall technical and generic competency level of staff is raised to meet the demands of the job as well as for personal development.
- Develop and implement talent development framework and programmes, and manage talent management (succession planning, grooming of high potential officers etc).
- Continuous sensing of the ground sentiments and obtaining feedback from staff on issues that affect them via different communications platforms.
- Develop the competency framework for all staff and ensure that the staff are well trained and keeps abreast of best practices.
Qualifications and Other Requirements:
- Degree in Human Resource Management or equivalent.
- Minimum of 15 years of HR professional experience, with at least 8 years in a management position.
- Prior experience in a non-profit organisation and conversant with the interpretation of the Employment Act will be an added advantage.
- Good knowledge on core human resources functions: Manpower Planning; Talent Acquisition; Remuneration & Compensation; Performance Management; Talent Management; Leadership Development; Learning & Development.
- Meticulous, analytical, self-motivated and able to engage all levels of staff and stakeholders.
- Outstanding interpersonal and communication (both oral and written) skills. Able to effectively communicate with Board and Senior Management.
- Strong presentation, project management and negotiation skills
