What the role is:
You will lead a team of data analyst, data scientists, statisticians and economists in applying artificial intelligence (AI), machine learning (ML), operations research, systems modeling, geospatial analytics, forecasting, econometrics, visualisation and primary research in support of MOH’s priorities in policy formulation and review, service planning and operations.You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.
What you will be working on:
You will:• Lead a team of staff to communicate timely and actionable insights through the right channels, to the right action parties proactively, to help policy makers achieve desired outcomes• Lead a team of staff to implement and refine the Programme Evaluation Framework, including the uplifting of Programme Evaluation standards across the MOH Family as well as conduct evaluation of health programmes• Scope, coordinate and deliver analytics work for MOH Divisions
What we are looking for:
• Preferably more than 12 years of experience (of which 6 years are in leadership role) in Health Analytics functions or applications of Data Analytics in various domains within Health or Public sector• Bachelor/Master in a quantitative discipline: Data Science, Business Analytics, Economics, Statistics/Biostatistics/Bioinformatics, Mathematics, Operations Research, or related field• Good analytical and numerical skills with experience using data analysis tools such as Stata/R/Python to solve real-world problems• Able to take a broad, strategic perspective while drilling deep to understand business needs and challenges• Good in stakeholder and change management• Organised, structured and meticulous• Good analytical, writing and oral communication skillsKey Competencies Required:• Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities.• Learning & Putting Skills into Action – Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working.• Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved.• Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose.As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
