Job summary

Singtel Singapore is seeking a Senior Leader for Group Risk & Compliance (GRC) to guide strategic risk, governance and compliance for the OpCo. You will partner with senior leadership to strengthen enterprise risk management, drive resilience, and embed risk-aware decision-making across the business.

The role involves leading the GRC function, ensuring effective risk reporting, escalation, and remediation, and collaborating with Group Compliance and functional specialists to protect and enhance

Qualifications

• A relevant degree in Risk Management, Finance, Accounting, Business, or a related discipline.
• 10-15 years of experience in enterprise risk management, governance, compliance or related functions.
• Experience leading teams and driving organisational change.
• Strong understanding of risk management frameworks and governance.

Responsibilities

• Serve as trusted advisor to OpCo leadership on strategic and operational risks.
• Lead enterprise risk management agenda, including identification, assessment, prioritisation, monitoring and mitigation of material risks.
• Oversee compliance obligations and Business Continuity Management (BCM) programmes.
• Lead and inspire the OpCo Risk & Compliance team and collaborate with Group functions to drive risk governance and resilience.

As a member of the Group Risk & Compliance (GRC) Senior Leadership Team, the incumbent will lead the Risk & Compliance function for Singtel Singapore (the "OpCo"), with a matrix reporting relationship into the OpCo's senior leadership.

The role serves as a strategic risk partner and trusted advisor to the OpCo leadership, providing independent oversight, constructive challenge and forward-looking insights to support business strategy, informed decision-making and sustainable growth.

Working closely with the OpCo leadership and the broader GRC function, the incumbent will be responsible for strengthening enterprise risk management, governance and compliance capabilities, ensuring that material risks are proactively identified, assessed and managed, and that appropriate risk mitigation measures are embedded across the business.

The incumbent will play a key role in fostering a strong risk culture, promoting clear accountability and integrating risk considerations into strategic and operational decisions. As part of the GRC Senior Leadership Team, the role will also contribute to Group-wide risk priorities, transformation initiatives and capability development, ensuring alignment between the OpCo's business objectives and the Group's overall risk appetite and governance expectations.

Strategic Risk Leadership & Business Partnership

• Serve as a trusted advisor to the OpCo leadership on strategic, emerging and operational risks, providing independent perspectives and constructive challenge.
• Integrate risk considerations into business strategy, major investments, transformation programmes and key management decisions.
• Anticipate evolving risks and opportunities arising from changes in the business, technology, regulatory and external environment.
• Balance commercial objectives with prudent risk-taking, enabling the business to pursue its strategic priorities within the Group's risk appetite.

Enterprise Risk Management & Governance

• Lead the OpCo's enterprise risk management agenda, ensuring effective identification, assessment, prioritisation, monitoring and mitigation of material risks.
• Strengthen risk governance, accountability and escalation mechanisms across business and functional units.
• Provide insightful, forward-looking risk reporting and recommendations to OpCo senior management, relevant governance committees and Group GRC.
• Promote effective risk ownership within the business and embed risk management into business planning and decision-making.

Compliance & Risk Assurance

• Provide leadership and oversight of the OpCo's compliance obligations and Business Continuity Management (BCM) programme, working closely with Group Compliance and relevant functional specialists to strengthen compliance and operational resilience.
• Oversee the adequacy and effectiveness of risk mitigation measures, governance processes and assurance activities.
• Ensure material risk exposures, incidents and regulatory concerns are appropriately escalated, investigated and remediated.
• Work collaboratively with business functions and assurance teams to address systemic issues and strengthen organisational resilience.

Leadership, Stakeholder Engagement & Group Collaboration

• Lead, develop and inspire the OpCo Risk & Compliance team, building a high-performing, commercially aware and forward-looking function.
• Establish strong relationships with OpCo leadership, business stakeholders and relevant Group functions.
• Foster a culture of transparency, accountability, collaboration and proactive risk management.
• Contribute actively to the GRC Senior Leadership Team, supporting Group-wide priorities, cross-OpCo collaboration, transformation and talent development.
• Champion GRC's One Team approach , leveraging capabilities across the function to deliver coordinated, practical and value-adding support to stakeholders.

Skills To Succeed

• A relevant degree in Risk Management, Finance, Accounting, Business, or a related discipline.
• At least 10-15 years of relevant experience in enterprise risk management, internal controls, governance, compliance or related functions, including experience in leading and managing teams.
• Leadership experience in enterprise risk management, governance, compliance or related disciplines within a complex, multi-business organisation.
• Proven experience leading teams, driving organisational change and strengthening risk management capabilities.
• Enterprise Risk Management: Experience in implementing and operationalising enterprise risk management frameworks, governance and emerging risks identification.
• Compliance and Risk Assurance: Experience in compliance reviews, internal control frameworks, control effectiveness assessments, compliance monitoring and remediation of identified gaps.
• Business Continuity Management (BCM) : Experience in developing and implementing BCM frameworks and programmes, including business continuity planning, testing and strengthening organisational resilience.
• Industry Risk Knowledge : Broad understanding of operational, technology, cyber, regulatory and emerging risks, ideally with exposure to telecommunications, technology or other highly regulated industries.
