The Singapore International Foundation (SIF) is a non-profit organisation founded in 1991. We aim to build eco-systems to catalyse change for a better world. The Strategic Operations Division is responsible for corporate planning, communications & engagement, financial governance, human resources and office management, Data & Technology, including IT support. The Finance, Governance and Planning Department of the Strategic Operations Division of SIF is responsible for strategic planning, budget management and corporate governance. The Finance Team oversees our financial accounts and promotes good corporate governance and stewardship by adhering to industry best practices and statutory requirements. It also works with our divisions to ensure optimal budget planning and utilisation. The Planning Team formulates and implements plans in partnership with all SIF divisions and oversees the management of Board matters.

We are seeking a dynamic and strategic leader to join our organisation as Director, Finance, Governance & Planning (FG&P). This senior leadership role is pivotal in shaping and executing our strategic plans, ensuring sound financial management, and upholding strong corporate governance to advance the organisation’s mission.

Working closely with the Board, CEO, senior leadership, and key stakeholders, the Director will drive both long- and short-term strategies—including financial and corporate planning—to ensure organisational performance and sustainability. This role also serves as the ex-officio to the Board’s Investment Committee, Data Protection Officer (DPO), and oversees the Board Secretariat and emergency planning functions.

Responsibilities:

Strategic Planning

  • Lead the development and execution of long- and short-term strategic plans.
  • Track and report organisational KPIs; manage the CRM system for stakeholder engagement and data.
  • Drive strategic alignment through management meetings and staff townhalls.
  • Ensure strategic relevance and impact in line with the mission and vision.
  • Lead, mentor, and develop a high-performing corporate planning team, sustaining a culture of excellence, collaboration and people-centredness.

Finance

  • Oversee financial planning, budgeting, forecasting, reporting, and financial analysis.
  • Support management of investments from the endowment fund and general reserves.
  • Ensure full compliance with accounting, audit, tax, and regulatory standards, in view of SIF’s status as a CLG, IPC and a charity.
  • Maintain financial integrity and stewardship of public and donor trust.
  • Lead and develop a high-performing finance team, sustaining a culture of excellence, collaboration and people-centredness.

Corporate Governance

  • Monitor and manage key organisational risks and internal controls.
  • Oversee key governance frameworks, including data protection, data governance, anti-money laundering (AML), and counter-financing of terrorism (CFT).
  • Ensure full legal and regulatory compliance.

Board Secretariat

  • Act as custodian of core corporate documents and governance records.
  • Manage Board appointments, renewals, and onboarding.
  • Lead secretariat support for the Board and its committees, including meeting coordination and documentation.
  • Support the Board’s effective governance and oversight responsibilities.

Business Continuity Planning

  • Lead development and integration of crisis management and business continuity plans.
  • Manage ongoing business continuity planning efforts, including travel risk management.
  • Ensure organisational readiness to respond effectively to incidents and threats.
  • Lead and develop a high-performing corporate planning team sustaining a culture of excellence, collaboration and people-centredness.

Requirements:

  • Bachelor’s degree in Business Administration, Accounting, Finance, International Relations, Public Policy, or related field; Master’s degree is an advantage.
  • Minimum 12 years of leadership experience in strategy, finance, and corporate governance.
  • Proven track record in team leadership, strategic execution, and operational excellence.
  • Strong critical thinking and problem-solving skills, with the ability to synthesise information for decision-making.
  • Deep knowledge of financial management, accounting standards, tax law, investments, and governance—especially within IPCs and the non-profit/charity sector.
  • Exceptional communication, interpersonal, stakeholder engagement, and negotiation skills.
  • Strong understanding of the public, private, and philanthropic sectors, and awareness of global/regional geopolitical and macroeconomic trends.
  • Mission-aligned, adaptable, resilient, resourceful, detail-oriented, and able to work both independently and collaboratively under pressure.
  • Proficient in Microsoft Office.
