The Digital Transformation, Innovation & Data Division (DTID) is the central office established to propel A*STAR into a digitally enabled and data-driven organization. DTID defines the digital vision, formulates strategies, and develops the digital roadmap to guide A*STAR's digitalization efforts. A key responsibility of DTID is the development and implementation of digital products and solutions that meet the needs of our business users. Acting as a catalyst for digital transformation and a bridge between business owners and technology support, DTID serves as the horizontal integrator to synergize digital initiatives and drive complex, cross-cutting projects across A*STAR. Furthermore, DTID is committed to fostering a digitally skilled and creative workforce by setting digital/data policies, governance, and standards.

Job Description

As the Director, Digital Transformation & Innovation, you will provide strategic leadership and hands-on guidance to the DTID team, driving A*STAR's transformation into a digital organization. Your responsibilities include:

  1. Lead the execution of A*STAR's digital strategy and roadmap, translating the digital vision into actionable initiatives aligned with organizational leadership.
  2. Drive both the design and implementation of user-centric digital products and solutions.
  3. Ensure the seamless deployment, adoption, and ongoing operation of digital projects.
  4. Analyse and monitor the impact of each digital product and propose continuous improvements to address evolving business requirements.
  5. Lead and mentor teams of engineers and managers to deliver high-quality software solutions.
  6. Elevate the digital literacy and innovation quotient of the A*STAR workforce, equipping them with the necessary skills to adopt digital technologies and embrace business transformation.
  7. Develop and implement comprehensive digital adoption plans and strategies to ensure successful and widespread adoption of digital tools and processes.
  8. Establish and enforce digital policies and governance frameworks to support A*STAR's digital transformation efforts and ensure compliance.
  9. Facilitate the translation of business needs into clear functional and technical specifications, conduct technology scouting for relevant and cost-effective digital solutions, and recommend optimal choices for A*STAR.
  10. Collaborate with the Chief Data Officer (CDO) to foster a data-driven culture across A*STAR and oversee the development of data infrastructure to support efficient data management and facilitate data-driven initiatives.

Job Requirements

  1. Over 15 years of experience in the technical industry, with at least 7 years in management, demonstrating a strong ability to lead and develop engineering teams.
  2. Extensive experience (over 10 years) and proven track record in developing software and technical solutions.
  3. Strong ability to develop digital tools and solutions for business users.
  4. Demonstrated ability to influence technical decision-making, drive prioritization, and manage cross-functional collaborations.
  5. Experience in leading complex software development projects and fostering innovation within teams.
  6. Exceptional ability to translate business needs into clear technological requirements and propose solutions to achieve desired outcomes.
  7. Strong project management skills to effectively manage multiple concurrent projects and oversee technical implementation to deliver results within approved budgets and timelines.
  8. Exceptional leadership qualities with a proven ability to provide effective guidance and mentorship to team members.
  9. Strong organizational acumen and excellent communication (both oral and written) and interpersonal skills to effectively engage with C-suite executives, internal and external stakeholders, and technology staff.
  10. Dynamic and self-motivated with a strong commitment to integrity, teamwork, and excellence.
  11. Excellent problem-solving and analytical skills.
