Job summary

GovTech is Singapore's backbone for digital government transformation and AI-enabled public services. The organisation seeks a Strategy & Planning Manager to translate policy and technology into clear roadmaps, orchestrating a portfolio of AI initiatives with disciplined delivery and measurable impact.

You will shape long-term strategy, drive programme success at scale, and work across ministries, agencies, and partners to surface opportunities and manage risks.

Qualifications

• 8+ years of experience in strategy, planning, management consulting, programme management, public policy, or tech/AI product strategy.
• Strong clarity of thought; craft crisp narratives and influence stakeholders.
• Directive communicator with excellent written and verbal communication; ability to influence without authority.
• PMO/portfolio management experience; familiar with OKRs or similar frameworks.
• Strong stakeholder engagement and cross-functional coordination skills.
• Able to work in a fast-paced, ambiguous environment with shifting priorities.

Responsibilities

• Lead annual and multi-year strategic planning for AISO, including objective-setting, programme prioritisation, and interventions.
• Shape the AISO operating model; plan cycles, leadership meetings, reviews, and governance cadence.
• Develop dashboards and reporting to give leadership visibility into progress and risks.
• Establish OKRs and robust reporting, steering, and review cadence for progress and impact.
• Ensure governance, performance reviews, and escalation pathways are well-run and disciplined.
• Translate strategic intent into actionable roadmaps and clear narratives for leaders and stakeholders.
