Job Summary/ About the Role:

We are seeking a highly motivated and experienced Functional Lead to take over the leadership of smart water system integration and development. In this role, you will be responsible for managing system functionalities and features based on user requirements, ensuring seamless development and integration of innovative solutions.

The ideal candidate is proactive, technically strong, and passionate about building smart, sustainable, and resilient water systems—especially within an urban context like Singapore’s.

Roles & Responsibilities:

1. Functional System Design & Model Integration

  • Translate complex engineering and operational requirements into functional specifications and user stories.
  • Work closely with software developers and smart water engineer to design and deliver customised dashboards and client-centric functionalities.
  • Lead the integration and configuration of advanced 1D to 3D hydraulic, hydrodynamic and water quality models (e.g., EPANET, SWMM, SOBEK, Delft3D) into real-time operational platforms.

2. Technical Validation & Testing

  • Oversee and validate developed features through internal testing and
  • Ensure feature releases meet user expectations, operational requirements, and technical robustness.
  • Conduct User Acceptance Testing (UAT) with clients, ensuring thorough documentation is provided).
  • Document and manage system configurations and functional testing processes.

3. Stakeholder Engagement & Support

  • Serve as a key interface with clients, stakeholders, and third-party vendors to gather new requirements, feedback and resolve system issues.
  • Support clients in understanding system outputs (provide ad-hoc training/consultation to users), dashboards (in charge of user guide documentation).
  • Ensure post-deployment system usability and support on proposing enhancements to system to users.

4. Project Coordination & Agile Collaboration

  • Coordinate with software developers, data scientists on implementation of features.
  • Support project managers on analyse and prioritise system requirements and implementations, ensuring the successful integration of system components and adherence to project timelines.
  • Coordinate with Development Technical Lead on change request’s effort estimation/justification and technical presentations to clients.

5. Innovation & Continuous Improvement

  • Support data science teams to apply analytics and machine learning for predictive water operations.
  • Identify functionality gaps in existing systems and lead proposals to address them with new features that may align with client interests.

Requirements:

Education:

Bachelor's or Master’s Degree in Environmental Engineering, Water Resources, Civil Engineering, or related field.

Experience:

  • At least 5 years of experience in digital water systems, smart infrastructure.
  • Strong background in using hydraulic, hydrodynamic and water quality models (EPANET, SWMM, SOBEK, Delft3D etc.).
  • Prior involvement in system specification writing, software testing, and user engagement.

Skills:

  • Functional documentation and requirement gathering.
  • System configuration and validation.
  • Tools: Microsoft Office Suite, QGIS and modelling software.
  • Strong communication and coordination skills across technical and non-technical teams.
  • Familiarity with Agile methodologies and Minimum Viable Product (MVP) delivery practices.

Preferred Qualifications

  • Experience working on smart water infrastructure in Singapore or other urban contexts.
  • Prior collaboration with software development and data science teams.
  • Knowledge of stormwater management and water network operations.
  • Passion for sustainability and digital innovation in water infrastructure.
