Job summary

Enterprise Singapore is seeking a (Senior) Development Partner to lead and shape grant schemes in the Grant Policy division. You will drive policy design, manage multi-scheme portfolios, and engage a broad range of government and private sector stakeholders to deliver impact for Singapore enterprises.

The role requires policy and programme management experience, strong communication skills, and proficiency with MS Office; SQL and Superset are a bonus.

Qualifications

• At least 2–3 years in a policy or programme management role.
• Strong written, communication and stakeholder engagement abilities.
• Adaptable, proactive and able to navigate ambiguity and uncertainty.
• A passion for public service, policy work and programme management.

Responsibilities

• Spearhead management of selected grant schemes, serving as the go-to policy advisor for scheme design, implementation and ongoing refinement.
• Engage programme users and partners regularly to capture industry feedback and refine scheme parameters.
• Scope and structure complex projects with grant users to align objectives with scheme intent.
• Oversee the grant evaluation process to ensure robustness and fairness.
• Balance impactful outcomes with governance to keep schemes effective and accountable.
• Track scheme budget utilization and cashflow planning for timely interventions.
• Produce reporting on scheme utilisation and outcomes for MTI and MOF.
• Lead periodic scheme reviews to maintain relevance to business needs.

[What you will be working on]

• Conduct reporting on scheme utilisation and outcomes for stakeholders including MTI and MOF
• Lead periodic scheme reviews to ensure continued relevance to business needs

[What we are looking for]

• At least 2-3 years in a relevant policy or programme management role
• Strong written, communication and stakeholder engagement abilities
• Proficiency in MS Office (Excel, PowerPoint, Word, Outlook). Prior experience in other software such as SQL and Superset a bonus
• Adaptable, proactive and effective in navigating ambiguity and uncertainty
