Job description

The Agency for Science, Technology and Research (A*STAR) is Singapore's leading public sector R&D agency, collaborating with partners across sectors to foster innovation that benefits the economy and society. The appointed Deputy Director will oversee a team managing research development funds (RDF) and related financial operations.

Overview
  • Lead and supervise the HQ-RDF (I&E and ACCL) Finance Team, handling full accounts, consolidations, budgets, and operations of RDF.
  • Act as a business partner to management and stakeholders, providing financial insights from grantor and grantee perspectives.
  • Partner with stakeholders to set up finance operations for new entities and processes.
  • Ensure compliance with legal, regulatory, and audit standards, and implement digital initiatives like ERP systems.
Financial and Management Reporting
  • Prepare and review management accounts, oversee month-end and year-end closing, and ensure timely reporting.
  • Handle statutory filings including corporate tax, GST, and withholding taxes.
Grant Management & Compliance
  • Manage grant fund requests and final statements, ensuring compliance and timely submissions.
Budget and Operations
  • Address budget-related issues, report utilization, and manage annual and mid-year budgets.
Internal Controls & Audit Management
  • Update policies, liaise with auditors, and handle audit requests.
Whole-of-A*STAR Initiatives/Projects
  • Lead or participate in strategic projects, develop team capabilities.
Other Responsibilities

Perform additional duties as assigned.

Requirements
  • Degree in Accountancy / ACCA qualification.
  • Minimum 10 years relevant experience.
  • Strong analytical, communication, and interpersonal skills.
  • High adaptability, multitasking ability, and meticulousness.
  • Leadership skills in supervising and mentoring.
  • Knowledge of SAP and Tableau is advantageous.
