What the role is:

The Smart Nation Group – Digital Government (SNDG), under the Prime Minister’s Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations. It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together.Join the Smart Nation and Digital Government's Technology & Capability Division to shape digital capabilities across the Whole-of-Government (WOG). This strategic role presents a compelling opportunity to drive Singapore's digital transformation journey. As a key team member, you’ll support and champion capability building initiatives throughout WOG to enhance public service delivery. You'll establish yourself as a thought leader in cutting-edge capabilities development by researching emerging trends, sharing valuable insights, and influencing digital capability building strategies. This role reports to Director (Technology and Capability).

What you will be working on:

In this strategic role advancing digital capabilities across the WOG, you will:• Lead a team to drive the digital capability building agenda across WOG, ensuring the team is able work closely with various stakeholders within Government and external partners.• Assist Director (Technology and Capability) in strategizing the digital capability building agenda and seeking Government senior stakeholders’ support in the strategy.• Lead research and analysis on emerging technologies and industry trends, evaluating their potential impact on government.• Develop and implement policies to strengthen Information Communications Technology and Smart Systems (ICT&SS) capabilities across government agencies, focusing on modernisation efforts, governance framework, procurement, resourcing, and funding.• Develop comprehensive policy briefs, progress reports, and evidence-based recommendations for senior leadership, ensuring clear communication of capability building initiatives and outcomes.• Partner with GovTech and various government agencies to identify, develop, and implement essential digital capabilities. This includes assessing resource requirements and coordinating implementation strategies to support agency modernisation efforts.• Design and execute regular assessments of government-wide digital capabilities, develop frameworks to measure progress and identify areas for enhancement.• Establish and maintain strategic relationships with industry partners and academic institutions to gather insights on digital transformation best practices, facilitating knowledge transfer across the WOG.• Shape the long-term strategic vision for digital capabilities within the Singapore Government, with a focus on future-readiness.

What we are looking for:

Requirements:• Strong leadership skill to lead a small team of highly driven and diverse individuals.• Comfortable in engaging senior Government stakeholders.• Bachelor's degree in Computer Science, Information Systems, Public Policy, Business Administration, or related fields.• Deep understanding of emerging digital technologies in government operations and smart city initiatives (e.g., cloud, AI, SaaS, quantum).• Track record of successful project planning and implementation, demonstrating strategic thinking and hands-on execution.• Strong written and communication abilities to convey complex technical concepts effectively to both technical and non-technical audiences, including policymakers and senior leadership.• Experience in building collaborative relationships and influencing stakeholders across different levels of organisation.• Strong analytical capabilities with experience in data-driven decision-making and developing strategic capability building frameworks.• Proven ability to adapt and thrive in dynamic environments, particularly in the context of public sector digitalisation.• Relevant experience in strategic planning, policy analysis, technology implementation, or stakeholder management.
