Deputy Director/Assistant Director (Business Office)

The Assistant /Deputy Director reports directly to the Chief Financial Officer of NCCS. In this role, the incumbent will assist the CFO to lead the Business Office in the execution of operations and policies, in particular, areas relating to the management of Patient Accounts, Cash Management, Billing and Claim Submission as well as administration of various MOH assistance schemes. He/she will be responsible for setting financial directives and processes and ensure compliance with group financial policies, procedures, accounting standards and other regulations.

The successful incumbent will assist the Chief Financial Officer to oversee and manage the smooth running of the day-to-day operations in the Business Office activities and Patients’ Accounts Receivables.

Key responsibilities include but are not limited to:

  • Assist CFO in the development and implementation of policies, procedures and internal controls for all Business Office functions.
  • Identify strategic opportunities to restructure or amalgamate with other departments to harness synergies and economies of scale relating to financial and billing matters.
  • Responsible for the supervision and management of Patient Accounts, Cash Management, Billing and Claim Submission as well as administration of various MOH assistance schemes, Centre’s Medifund and other Assistance Funds.
  • Responsible in setting, monitoring and reporting department’s key performance indicators/score- card on a monthly basis.
  • Review and document Standard Operating Procedures, Work Processes to maintain relevance to current operating environment and compliance with regulatory requirements.
  • Support CFO on the timely submission of reports and statistics to Ministry of Health, MOHH, SingHealth and centre management.
  • Perform research and data analytics to analyse trends in patients’ accounts receivables and develop processes to improve collections and downsize receivables.
  • Partner with internal (clusters) and external stakeholders to identify opportunities for process optimization using automation technologies to streamline and improve end-to-end billing operations efficiency.
  • Involve in assisting patients/related parties who have difficulties with payment of bills to seek financial assistance or payment rearrangement as well as managing patient related issues, disputes and complaints.
  • Provide prompt attention to enquiries or request for information from MOH, MOHH, 1FSS, SingHealth or Institution Management relating to Accounts Receivables, Patient Refunds and Cash Management.
  • Responsible in reviewing the objective of improvement on processes and IT systems as well as adherence to governance in areas relating to revenue collection, patient issues and billing.
  • Identify and develop staff with good potential to take on bigger role and responsibilities.

Job Requirements

  • Recognized Degree in Accountancy / Business Administration etc
  • 10 years’ relevant working experience, preferably in healthcare setting, of which min. 5 years in a senior management role
  • Strong analytical mind with good interpersonal and communication skills
  • Able to initiate procedures and develop new work processes, strategies to enhance job performances.
  • A good team player, capable of managing cross-functional and institutional relationships
  • Ability to work independently and handle tight deadlines. Adept at handling complex, ambiguous and challenging situations.
  • Proficient in Microsoft Office and advanced Excel skills, with experience in data analysis.
  • Able to work under pressure and tight schedule
