Job description

The ASEAN+3 Macroeconomic Research Office (AMRO) is an international organization dedicated to securing the macroeconomic and financial resilience and stability of the ASEAN+3 region – comprising 10 members of the Association of Southeast Asian Nations (ASEAN), and China; Hong Kong, China; Japan; and Korea. AMRO fulfils its mandate through three core functions: conducting macroeconomic surveillance, supporting regional financing arrangements (RFAs), and providing technical assistance (TA) to its members. In addition, AMRO serves as a regional knowledge hub (RKH) and plays a key role in facilitating ASEAN+3 financial cooperation. For more information, please visit https://amro-asia.org/.

AMRO is seeking a dynamic and highly qualified professional to serve as Deputy Director (Administration), a key Senior Management position reporting directly to the AMRO Director. This pivotal leadership role is responsible for leading and overseeing AMRO’s administrative functions, including budget, finance, human resources (HR), legal affairs, information technology (IT), procurement, and general administration, as well as the implementation of TA activities, ensuring operational excellence and alignment with the organization’s strategic objectives.

JOB RESPONSIBILITIES

The Deputy Director (Administration) will report to the AMRO Director and perform the following functions:

a) Lead and supervise the planning and implementation of AMRO's budget and financial functions (such as ensuring financial prudence, integrity, and accountable management of financial-related issues).

b) Lead the planning, implementation, and supervision of AMRO's HR functions (such as personnel management and development of staff capabilities).

c) Lead and manage AMRO's TA activities.

d) Lead and supervise the planning and implementation of AMRO's legal policies and processes to ensure compliance with relevant laws and regulations.

e) Lead and supervise the planning and implementation of AMRO's IT-related functions.

f) Lead and supervise the planning and implementation of AMRO's procurement policies and processes.

g) Lead and supervise the planning and implementation of AMRO's other administrative functions.

h) Coordinate with other relevant Senior Management to ensure the successful execution of all job responsibilities.

i) Perform other functions as may be determined by the Director in accordance with the AMRO Agreement.

QUALIFICATIONS

Successful candidates should possess:

a) Excellent educational background

- Qualification: Graduate degree in public/business administration, economics, finance, accounting, HR, law, or other related fields from a reputable university.

b) Rich management experience in budget, finance, accounting, auditing, HR, TA, legal affairs, IT, procurement, and general administrative management in international organizations (IOs), and/or national government institutions

Qualification: Around 10 years of direct hands-on management experience in budget, finance, accounting, auditing, HR, TA, legal affairs, IT, procurement, and general administrative management at IOs or similar establishments, and/or national government institutions.

c) Rich knowledge of budget, finance, accounting, auditing, HR, TA, legal affairs, IT, procurement, and general administrative management

Qualification: Relevant academic or professional qualifications in related areas or direct hands-on work experience in handling budget, finance, accounting, auditing, HR, TA, legal affairs, IT, procurement, and general administrative management at IOs or similar establishments, and/or national government institutions.

d) Considerable experience in managing and leading a diverse team with different cultural backgrounds, or successful experience in working within such a diverse team, or demonstrated international experience in working in a diverse cultural environment

e) Strong network contacts internationally, including within the ASEAN+3 region, and IOs in related fields

TERM

The Deputy Director (Administration) will serve a three-year term, with the possibility of a one-time extension for up to three additional years. The selected candidate is expected to join AMRO in September 2025.
