Job summary

Standard Chartered Singapore is seeking a Project Manager to lead multiple HR priority projects, driving large-scale organisational change and transformation initiatives. You will support the Programme Manager and ensure end-to-end delivery across scope, schedule, cost and quality per CDS and relevant frameworks.

You will establish governance, manage vendors, and mitigate risks while coordinating across business units and external partners to achieve milestones and outcomes.

Qualifications

  • 5+ years in project management within banking, financial services, or HR consulting.
  • Experience managing Agile and waterfall projects.
  • Proficient with project management tools: Clarity, ADO, Confluence, MS Office, MS Project.

Job Summary

The Project Manager role within is accountable for leading multiple Hr priority projects, delivering large scale organisation change, transformation initiatives, and other strategic priorities determined by the HR management. The role supports the Programme Manager in day-to-day execution to achieve key milestones and intended outcomes, while driving end-to-end delivery across the full project lifecycle. This includes ensuring delivery to agreed scope, schedule, cost and quality standards in line with Group Change Delivery Standards (CDS) and relevant frameworks. The Project Manager also establishes strong governance and control across planning, financial management, delivery tracking and approvals, and leads complex business and technology change by mobilising stakeholders, managing vendors, and proactively identifying and mitigating risks to protect delivery outcomes.

Key Responsibilities
Project Governance
  • Translate programme strategy into clear project objectives, success measures and delivery plans, agreeing baseline scope, KPIs and milestones with the Programme Manager.
  • Operate delivery governance rhythm and forums (work plans/sprints, agile ceremonies, steering forums), ensuring alignment, disciplined reporting and timely decisions.
  • Ensure compliance with Group standards and controls (e.g., CDS, SDLC, Responsible AI, change risk, cloud governance, vendor onboarding), maintaining audit-ready documentation and approvals.
  • Mobilise stakeholders and delivery teams to execute consistently to standards, cascading updates, clarifying decision rights, and escalating issues as required.
Planning & Execution Support
  • Own the integrated project plan end-to-end (schedule, budget, scope, risk, resources), enforcing robust change control and delivery discipline.
  • Drive milestone execution and critical path management, identifying dependencies early, managing impacts of delays, and protecting delivery outcomes.
  • Define delivery approach and manage execution risk, including ‘Big Bang’ vs phased releases, go-live readiness parameters and change request approvals (CRAs).
  • Ensure delivery resourcing and accountability are fit-for-purpose, clarifying roles and ensuring appropriate staffing/capability throughout the project lifecycle.
  • Maintain accurate delivery and resourcing forecasts in Clarity and other tools, enabling credible progress tracking and informed stakeholder actions.
Global Delivery Standards & Project Controls
  • Embed global change delivery standards across markets as applicable, ensuring consistent application of framework parameters and controls.
  • Enable performance transparency through delivery metrics and governance packs, using agile measures (e.g., burndown charts) and producing decision-grade documentation (PSC packs, ToR, BRD, project plan, closure reports, change requests, MoMs).
  • Manage changes to scope, schedule, costs and benefits, minimising disruption, maximising value, and ensuring stakeholders are informed early and continuously.
Financial Oversight
  • Partner the Programme Manager on budget governance, including forecasting, actuals and financial reporting from Clarity for internal project reviews.
  • Optimise resource allocations against funding plans and benefits realisation, identifying efficiency levers and cost-saving opportunities where feasible.
Stakeholder Engagement & Communication
  • Lead project-wide stakeholder engagement and communications, including briefings, updates and readiness activity to support adoption.
  • Coordinate delivery across business units, project workstreams and external partners, ensuring alignment, pace, and resolution of cross-team gaps.
Risk and Issue Management
  • Maintain the project-level RAID log and ensure clear ownership and mitigation plans.
  • Drive timely escalation and resolution of high-impact risks and issues.
  • Track interdependencies with other projects & programmes or business units.
Project Technology Delivery
  • Co‑lead solution implementation with Programme Manager and Business/CIO, ensuring delivery meets stakeholder outcomes and performance goals.
  • Drive technology delivery quality and execution, through lifecycle reviews (requirements, process design, prototypes) and cross‑functional coordination (technology teams, design, architects, SMEs).
  • Select and apply the most effective delivery model, including federated/hybrid delivery and blended agile/traditional approaches.
Tooling & Reporting
  • Ensure completeness, accuracy and timely updates of project data across Bank tooling (e.g., Azure DevOps, Clarity), including remediation to address quality gaps.
  • Produce executive‑ready dashboards and reporting packs, translating data into insights on trends, delivery risks and opportunities using Clarity, ADO, Confluence, Excel and PowerPoint.
Closure & Post-Implementation Review
  • Drive structured handover to BAU, ensuring operational readiness and completion of transition activities.
  • Complete post‑implementation review and closure approvals, capturing lessons learned and embedding improvements into future delivery.

Our Ideal Candidate
  • 5 plus years of overall work experience in banking, financial services, or HR consulting field, with proven track record in Project Management role.
  • Experience with managing Agile and waterfall projects.
  • Should be proficient on working with project management tools – Clarity, ADO, Confluence, MS-Office (Word, PowerPoint, excel), MS-Project, MS-Planner, MS-whiteboard, etc.
  • Should possess excellent communication and presentation skills (both written and oral).
  • Should be proficient in doing financial forecasting & budgeting.
  • Knowledge of Bank’s policies and procedures and key risk areas/risk types such as data quality is a must.
  • Project Management accreditationi.e.– PMI – PMP/ PgMP/ PfMP.
  • HR management and development accreditation, e.g. CIPD, SHRM, etc.
