Job summary

JDA WMS PTE. LTD. in Singapore is seeking a commercial and analytical Cost Manager (CSA) to oversee financial controls, procurement across Civil, Structural, and Architectural packages, and drive cost planning from feasibility through to final account settlement.

In this role you will lead strategic reporting, deliver precise estimates, manage procurement and tender activities, and ensure project profitability and contractual compliance across multiple major developments.

Qualifications

• Bachelor's Degree in Quantity Surveying, Cost Management, or Cost Engineering.
• Minimum 5 years of hands-on experience delivering commercial cost management in the construction sector.
• Demonstrated mastery across cost estimation, BQ preparation, value engineering, contract administration, variations, and final accounts.
• Experience with BIM 5D cost modelling and quantity extraction (CostX or equivalent).

Responsibilities

• Feasibility studies and strategic procurement reporting to guide project investment decisions.
• Lead end-to-end cost planning and present final, executive-level cost control plans to key stakeholders.
• Manage procurement process—including contractor pre-qualification, tender list formulation, preliminaries preparation, bid evaluation, tender reporting, and final contract assembly.
• Oversee value engineering exercises, change order valuations, variation claims, and seamless final account closures.

Job Summary

In this role, you will lead cost planning from early‑stage feasibility through to final account settlement, ensuring project profitability and contractual compliance.

Key Responsibilities

Feasibility & Strategic Reporting: Conduct comprehensive financial feasibility studies and draft strategic procurement reports to guide project investment decisions.

Cost Planning & Estimation: Lead end‑to‑end cost planning, producing precise estimates and presenting final, executive‑level cost control plans to key stakeholders.

Procurement & Tender Management: Manage the full procurement process—including contractor pre‑qualification, tender list formulation, preliminaries preparation, bid evaluation, tender reporting, and final contract assembly.

Full Commercial Lifecycle Oversight: Manage value engineering exercises, change order valuations, variation claims, and seamless final account closures.

Requirements

Education: Bachelor's Degree in Quantity Surveying, Cost Management, Cost Engineering, or an equivalent discipline.

Experience: Minimum 5 years of hands‑on experience delivering commercial cost management services in the construction sector.

Technical Expertise:

Demonstrated mastery across all cost management disciplines (Cost Estimation, BQ preparation, Value Engineering, Contract Administration, Variations, and Final Accounts).

Hands‑on experience utilizing Building Information Modeling (BIM) software for 5D cost modeling and quantity extraction (e.g., CostX or equivalent platforms).

Core Competencies:

Strong contractual acumen and deep knowledge of procurement routes.

Exceptional numerical accuracy, presentation skills, and commercial negotiation capability.
