A leading construction firm in Singapore is hiring a Contracts Manager responsible for overseeing contract management policies and supervising procurement processes. The ideal candidate will have a Bachelor's degree in Building or Engineering, with at least 5 years of procurement experience in construction and 3 years managing a Quantity Surveyor team. Qualifications

  • Minimum 5 years of experience in procurement for construction projects or building variation works.
  • At least 3 years of supervisory experience managing a team of Quantity Surveyors.
  • Experience in the construction industry is required.

  • Manage communication with project directors to align on project intentions.
  • Establish contracts management policies in coordination with project directives.
  • Oversee contract and commercial teams alongside procurement and project execution.

Job description

Job Functions:
The Manager, Contracts (Site) is responsible, but not limited to, the following:

General

  • Close communication with PD/PM to reflect PD/PM’s intention for the project.
  • Establish Contracts management policy/tactics in line with PD/PM’s intention.
  • Responsible for dealing with authorities, client, consultant management and subcontractors/suppliers.
  • Manage Contract & Commercial teams.
  • Any ad-hoc tasks assigned by superior.

Planning & Programming

  • Prepare and submit procurement schedule for permanent works in accordance to Master Programme.
  • Ensure procurement/award for permanent works is in accordance to approved procurement schedule.

Quality

  • Ensure that procurement/award is in accordance to Company’s IMS policy.
  • Interpret contractual clauses and prepare contractual correspondences.
  • Review all incoming and outgoing documents for any contractual implications.
  • Prepare subcontract documents and purchasing agreements.

Procurement, Contract, VOs, EOTs

  • Performs costs estimates.
  • Prepare and update cash flow charts.
  • Identify variation works.
  • Identify contractual and extension of time claims.
  • Liaise with consultants QS on progress payments and variation orders.
  • Estimate subcontractors’ final cost.
  • Endorses subcontractors’ monthly and final account.
  • Estimate Main Contract Final Account.
  • Main Contract Final Account Settlement.
  • Leads Contract & Commercial Section in monthly routine works such as preparation of subcontract payment certificates, main contract claim etc.

Safety

  • Responsible for the compliance to safety & occupational health practices to be implemented at Contract and Commercial Sections.

Others

  • Advocate honesty and integrity in the Contracts team.

(C) Minimum Qualifications:

  • A Bachelor’s Degree in Building or Engineering.
  • At least 5 years of experience in the procurement of construction projects and/or building variation works.
  • At least 3 years of supervisory experience in managing a team of Quantity Surveyors.
  • Experience in the construction industry.
