Roles & Responsibilities
- Support the Project Architect in the day-to-day contract administration and project management activities, including tracking construction progress and monitoring key milestones for both public and private sector developments.
- Demonstrate strong knowledge and practical experience in applying locally adopted Conditions of Building Contracts, such as PSSCOC, SIA, and REDAS.
- Coordinate with clients, consultants, and contractors to resolve project and contractual matters efficiently.
- Lead or participate in meetings as necessary, ensuring timely follow-up on action items and decisions.
- Assist in the preparation of tender documentation—including evaluation criteria, specifications, and contract drafts—and support the full tender process from evaluation to award recommendation.
- Draft and manage contract administration documents during the construction phase, including contractual letters, notices, directions, instructions, certificates, variation orders, extension of time (EOT) claims, and other related matters.
- Prepare and maintain comprehensive project master programmes and schedules.
- Review and provide recommendations on front-end tender documents and supplemental agreements prepared by clients' legal or quantity surveying consultants.
- Assist in evaluating and responding to Requests for Proposals (RFPs), bids, and consultancy service agreements.
- Draft consultancy fee proposals, additional service claims, sub-consultancy agreements, and process claims submitted by sub-consultants.
- Maintain detailed and organized project documentation for effective contract and claims management.
Requirements
- Bachelor’s Degree in Building, Construction Management, Construction Economics, Building Science, Quantity Surveying, or a related discipline.
- Minimum of 10 years' experience in managing projects under various standard Conditions of Building Contracts used in Singapore, including PSSCOC, SIA, and REDAS.
- Proven track record working on both public and private sector building projects.
- Comprehensive understanding of all project phases—from inception and tender planning to construction, Defects Liability Period, and Final Completion.
- Strong grasp of construction programming and scheduling.
- Proficient in Microsoft Office applications (Excel, Word, PowerPoint).
- Detail-oriented, proactive, and collaborative, with strong organizational and time management skills.
- Excellent written and verbal communication abilities.
