Job summary

Advanced Manufacturing Tech Solutions is seeking a Construction Health, Safety & Wellbeing SME to lead regional HSE capabilities across Singapore portfolios. You will ensure safety compliance, audit performance, and drive continuous improvement with contractors and internal teams.

The role requires deep knowledge of WSH legislation, incident investigation, and experience managing cross-building interfaces in a complex construction environment.

Qualifications

• Adverse Certificate in WSH or equivalent.
• Proven Health & Safety experience in project construction environment.
• Full and detailed knowledge of Safety, Health & Environment legislation.
• Strong capability to manage cross-building interfaces.
• Constructability and cleanroom/GMP execution expertise.
• Specialist Diploma in WSH.

Responsibilities

• Provide Construction Health, Safety & Wellbeing SME capabilities to support regional portfolios.
• Provide assurance and oversight on client duties, H&SW assurance programme and best practices during execution.
• Ensure contractors have adequate and competent H&S resources; monitor performance and address issues.
• Ensure contractors develop fit-for-purpose construction phase plans and H&S programmes; monitor compliance.
• Collaborate with contractors on H&S and cultural continuous improvement initiatives.
• Clarify transfers of responsibility between client and contractors for all areas including temporary facilities.
• Implement drug and alcohol testing where possible within local legal restrictions and manage non-compliances.
• Ensure accidents and incidents are reported and investigated with root-cause analysis; log in PM Vitals and SHE system.
• Ensure project H,S &W dashboards are in place and monthly reporting to projects and Global SHE.
• Create and share Global SHE alerts and embed learnings across the portfolio.
• Act as core member in regional construction SHE networks and align on ways of working.
• Collaborate with local site SHE leadership teams.
• Support development of construction H,S & W leadership skills across project teams.
• Conduct monthly Contractor audits as assigned.
• Record EHS observations in PM Vitals and close negatives per category.

Job description

Responsibilities

• Provide Construction Health, Safety & Wellbeing (H,S&W) SME capabilities to support regional portfolios.
• Provide assurance and oversight on Client legal duties, the project H,S&W assurance programme and construction H,S&W best practices during and execution phases.
• Ensure contractors have adequate and competent H,S&W resources in place. Monitor performance throughout and address any performance or competence issues.
• Ensure contractors develop fit for purpose construction phase plans and project H,S&W programmes that ensure compliance with all legislative, and local site H&S&W requirements. Monitor and audit contractor H&S&W programmes and conduct regular site inspections and worker engagements.
• Collaborate with contractors on H&S&W and cultural continuous improvement initiatives
• Ensure there is clarity on transfers of responsibility between the client and contractors, clearly identifying duty holders for all areas including temporary construction facilities.
• Where possible, taking account of local legal restrictions, ensure the project implements a clear and agreed procedure for conducting drug and alcohol testing of the workforce. Schedule periodic testing and manage any non-compliances.
• Ensure all accidents and incidents are reported and investigated by the contractors with input from all appropriate stakeholders, and that root cause analysis is comprehensive. Provide SME input to investigations, recording all events in PM Vitals and SHE System where required, and ensuring that legal reporting duties to local authorities are complied with, tracking actions to closure.
• Ensure project H,S & W dashboards are in place and monthly reporting requirements are being met in to projects and Global SHE.
• Create and share Global SHE alerts and learning from incidents, ensuring learnings are embedded across all the organizations portfolio.
• Act as a core team member in regional construction SHE networks, aligning on ways of working and construction H,S&W best practices.
• Collaborate and align with local site SHE leadership teams.
• Support development of construction H,S & W leadership skills and competencies across the project teams.
• Conduct monthly Contractor audit as assigned
• Record any Environment, Health & Safety observations into PM Vitals system. Ensure any negative observations closed within the timeframe according to the category.

Other preferred Skills

• Adverse Certificate in WSH and above or equivalent
• Proven Health & Safety experience in project construction environment
