Job summary

Seatrium (SG) Pte. Ltd. is seeking a senior commissioning/ testing engineer for Tuas South Boulevard Yard in Singapore.

You will oversee safety, testing, and commissioning activities across EPC projects in oil & gas and offshore renewables. You will coordinate with Project/Commissioning managers, yard staff, and clients to ensure on-time delivery and regulatory compliance. The role requires engineering qualification and welding inspection/NDE certifications, and at least 7–10 years of relevant

Qualifications

• Minimum Diploma or Degree in Engineering with welding inspection and NDE certificates.
• ISO 9001:2015 Certificated Internal Auditor is required.

Responsibilities

• Ensure safety procedures and regulations are complied with onsite and maintain housekeeping.
• Ensure SOPs meet specifications, quality standards, and regulatory requirements.
• Lead risk analysis and JHA for each work scope and coordinate with Project/Commissioning/yard managers.
• Plan manpower with Project/Commissioning managers and assign supervisors.
• Oversee testing procedures and compliance with regulatory bodies and client requirements.
• Coordinate testing/commissioning with Engineering, Estimating & Analysis, QA, and client surveyors.

Job description

JOB DESCRIPTION

• Ensure that all safety procedures and regulations are complied with, as defined in the safety and health manual and ensure good housekeeping standards are maintain always at site.
• Ensure that all standard operating procedures comply with specifications, quality standards, statutory and regulatory requirements
• Promote safe working procedures to prevent incidents.
• Prepare and carry out risk analysis (RA) and JHA job hazard analysis for the work
• Decide in consultation with the Project Manager / Commissioning Manager / yard manager on the manpower requirements
• Proficient with the testing procedures and applicable rules and regulations of regulatory bodies
• Identify system / sub system boundaries and work out the Inspection check sheets accordingly
• Prepare commissioning procedure as per requirement of specifications and should be familiar with commissioning procedures and manuals
• Take necessary precautions to ensure the work site is safe for testing / commissioning. Coordinate the works in VSCC and raise requirement permit and carry out LOTO for the work (Lock Out and Tag Out).
• Inspect the equipment (OFE and YFE) and prepare preservation requirement
• Schedule Service Engineers’ requirements and inform them of the test dates as well as to take charge and monitor their works until completion
• Arrange for protection, preservation maintenance of equipment and system
• Allocate the systems to be tested to the various supervisors and sections involved in the operation
• Coordinate the testing / commissioning requirements with Engineering, Estimating & Analysis, and Project Manager, Quality Assurance Department / Client and classification surveyors
• Liaise with owners, class surveyors and government bodies pertaining to project requirements and manage the commissioning activities as required
• Plan and schedule the testing and commissioning requirements on project basis and all logistic requirement and equipment required for the commissioning
• Ensure timely completion of project
• Ensure all standard operating procedures comply with specifications, quality standards, statutory and regulatory requirements
• Attend FAT (factory acceptance test) / testing of equipment as necessary.
• Manage the career development and training of staff
• Any other assigned duties and responsibilities

JOB REQUIREMENTS

• Minimum Diploma / Degree in Engineering and with valid certificates in welding inspection and non-destructive examination (ISO 9001:2015 Certificated Internal Auditor
• Minimum 7 - 10 years of relevant work experience
• Good experience in EPC Projects for Oil & Gas, Offshore Renewables & System

Monday – Thursday: 8:00am – 5.15pm
