Job description

Our client is a leading industrial REIT listed on SGX with a portfolio of more than 20 properties in Singapore and a market capitalization of more than S$1 billion. They are seeking a dynamic individual to join the Facility Management team as the Cluster Manager.

Reporting to the Senior Manager, Facility Management. You will lead a team of Property Executive(s) and/or Technician to ensure that the properties under your charge are maintained at a standard expected from our buildings.

Job Responsibilities
Regulatory Compliance
  • Regulatory compliance for the Properties including the CERT team for the properties and timely renewal of statutory licences.
  • Ensure that the properties operate in accordance to the WSH guideline.
Property Maintenance
  • Ensuring that the properties, equipment and fittings are maintained in accordance to the Operating Procedures and Requirement.
  • Project manage minor AEIs, repair and maintenance and ad-hoc works, including liaising with Consultants and Contractors.
  • Prepare the annual OPEX & CAPEX budget for the Properties.
  • Manage and track expense against budget.
  • Working with and/or support the contract and procurement manager to evaluate and recommend award of contracts under facilities management.
  • Ensuring that procurement process are conducted in accordance to the Policy, including subsequent acceptance of services and recommendation for payment.
  • Work with the Asset Manager to identify asset improvement and cost optimization projects.
Tenant Management
  • Maintaining good relationship with tenants, and timely completion of tenant related matters, such as inspection, handing/taking over, defect management, etc.
  • Oversight of the issuance of Permit to Work.
  • Reporting and Record Keeping.
  • Ensuring accuracy and timely submission of regular reports for the properties.
  • Ensure proper documentary records of maintenance carried out for the properties and in accordance to the preventive maintenance program.
  • Ensuring proper record keeping of all service reports, delivery orders and invoices.
  • Ensure that works are conducted in accordance to guideline and minimise audits findings.
HR and ESG
  • Management and guidance of the Facilities Management staff under you.
  • Plan and drive ESG initiatives.
Requirements
  1. Bachelor degree or Diploma in Mechanical or Electrical Engineering, Building or Facilities or Real Estate Management or equivalent with more than 5 years of related work experience in Facilities Management; or
  2. The following skillsets will be advantageous:
    • Experience in Project Managing Asset Enhancement Initiative or major capital expenditure.
    • Experience in reviewing rates and costs.
    • Experience in troubleshooting M&E systems.
    • Experience as Building Manager of Industrial Building.
  3. Good knowledge of Singapore Standards, Code of Practice in building services and other relevant statutory requirements regarding tenancy work.
  4. Minimum of 2 years’ experience in portfolio management, overseeing multiple properties or sites.
  5. Able to respond to emergency during odd hours.
  6. Proven leader with good interpersonal and communication skills.
  7. Good organizational skills and attention to details.
  8. Ability to multitask and make decisions with minimal guidance.
  9. Good knowledge of Microsoft Office.
Standard hours of work are:

Site: 5.5 Days work week (Alternate Saturday)

Working hours: 9:00am to 6:00pm on Monday to Friday and 9:00am to 1:00pm on alternate Saturday.
