The Role
Our client is looking for a Chief Technology Officer (CTO) to join their founding team—someone who can architect, scale, and lead the development of robust, secure, and high-impact technology platforms.
As CTO, you’ll define and execute the technology strategy, manage the engineering roadmap, and lead a team of developers and architects as they scale. You will play a critical role in shaping the product, infrastructure, and team culture.
What You’ll Do
- Define and execute the company’s technical vision and architecture roadmap.
- Build and scale secure, cloud-native platforms with a focus on public sector compliance, integration (APIs), and data security.
- Lead end-to-end product development using Agile/DevSecOps principles.
- Hire, mentor, and lead a lean engineering and DevOps team, including outsourced and in-house resources.
- Partner with founders, product managers, and business stakeholders to shape features and tech priorities.
- Ensure delivery quality, system scalability, and information security.
- Drive adoption of emerging technologies such as AI, ML, data analytics, and automation where practical.
- Oversee technical documentation, system architecture, and knowledge sharing.
What We’re Looking For
- Bachelor’s or Master’s degree in Computer Science, Information Systems, Engineering, or a related discipline.
- Minimum 15 years of progressive technology leadership experience, with 5+ years at an executive level in the public sector or large, complex organisations.
- Experience technical leadership role, preferably in a startup, scaleup, or SaaS environment.
- Strong experience with cloud platforms (AWS, Azure, or GCP), CI/CD, and microservices.
- Familiarity with public sector compliance, API governance, or B2G platforms is a strong advantage.
- Proven ability to recruit and lead engineering teams, especially in resource-constrained environments.
- Passion for solving real-world problems with simple, scalable, and elegant solutions.
- Comfortable operating with ambiguity and wearing multiple hats in a fast-paced startup setting.
Nice to Have
- Experience in GovTech, civic tech, regtech, or working with regulated industries.
- Exposure to AI/ML, GovStack, secure identity systems, or citizen service platforms.
- Experience securing public cloud deployments in compliance with government frameworks (e.g., PDPA, MAS TRM).
