Job summary

Telus Holdings Pte Ltd is seeking an experienced Chief Investment Officer to build and lead the investment function of a private family office in Singapore. The CIO will establish governance, IPS, asset allocation, and portfolio construction while implementing robust risk controls and reporting.

Qualifications

• Minimum 3 years of relevant investment experience in asset management, a family office, sovereign wealth fund, pension, endowment, institutional investment platform or a comparable environment.
• Demonstrated hands‑on experience independently building or materially transforming an investment office, governance framework or multi‑asset investment platform.
• Experience creating and implementing an IPS, strategic asset allocation, portfolio construction process, risk framework and reporting infrastructure.
• Strong track record managing multi‑asset portfolios across public and private markets.
• Direct experience designing or implementing portfolio data, performance measurement and investment reporting processes.
• Strong project management capability with evidence of delivering investment-function build-outs or major platform improvements within defined timelines.
• Bachelor's degree in Finance, Economics, Business, Accounting, Mathematics or a related discipline.
• CFA, CAIA, MBA or equivalent professional qualification is preferred

Responsibilities

• Build the family office investment function, governance framework and operating model from the ground up
• Conduct a comprehensive review of existing assets, structures, managers, custodians, banking relationships, data sources and reporting arrangements
• Define the investment philosophy, decision framework, long‑term investment roadmap and implementation plan
• Develop the IPS, strategic asset allocation, risk limits, liquidity framework, benchmark structure and rebalancing guidelines
• Design practical approval, due diligence, monitoring, escalation, valuation and exit processes
• Develop and implement strategic and tactical asset allocation frameworks aligned with long‑term capital preservation and sustainable growth objectives
• Lead portfolio construction, capital allocation, manager selection, rebalancing and exit decisions
• Establish Investment Committee governance, including meeting cadence, approval thresholds, delegated authorities and escalation procedures
• Build a consolidated portfolio view across legal entities, custodians, banks and asset classes
• Provide the Principal and senior stakeholders with clear, independent and decision‑useful investment advice and portfolio updates
