Part of Group Technology Procurement, we are looking for a candidate responsible for developing and executing category strategies to deliver value in technology. The Group Networks Technology Category Manager should be familiar with procurement practices and able to influence multiple stakeholders to drive volume aggregation and negotiate successful outcomes with vendors.

The Category Manager for Mobile or Transport Networks will implement sourcing strategies for Networks Technology in areas such as Radio Access, Core Networks, SMS platforms, Orchestrators, IPX Connectivity, OSS, or Transport systems (e.g., Network Routers, Switches, DWDM optics, GPON, DHCP DNS System), managing an annual spend of approximately S$500-700M. This role involves partnering with Networks stakeholders and staying informed about supply market and economic changes in the technology space, applying sourcing levers to optimize commercial outcomes. The candidate should also have good people skills to ensure a positive internal customer experience while maintaining policy compliance.

Make An Impact By

Category Sourcing

Identify, develop, and implement joint sourcing opportunities and strategies for Mobile or Transport Networks, specifically in Radio Access, Core Networks, SMS platforms, Orchestrators, IPX Connectivity, OSS, or Transport systems.

Lead procurement activities for this category across Singtel Group Operating Companies as part of the Global Category Procurement team.

Take full responsibility for Group Networks spend in this category, aiming to drive scale across geographies and prioritize high-impact spend areas.

Enhance Group Regional aggregation by establishing Group Regional Framework Agreements and conducting price benchmarking where needed.

Guide business users and enforce procurement policies, governance, and practices.

Proactively influence stakeholders aligned with category strategies.

Lead contract negotiations with suppliers, supported by key stakeholders.

Provide market knowledge, intelligence, and expertise, working closely with business stakeholders and suppliers.

Skills To Succeed

Bachelor’s Degree

At least 4 years of relevant procurement experience in Telecom or Technology industries

Experience with procurement systems (Ariba, Coupa, iCertis)

Ability to translate data analytics into actionable sourcing insights
