Job description

Job Responsibilities

  • Develop and implement management plan for the maintenance and upkeep of buildings under FMS.
  • Monitor work plans to support SMU's mission and quality commitments, set performance indicators and monitor them.
  • Manage stakeholders and contractors within SMU Building/residential hostels in terms of operational continuity and improvement initiatives.
  • Act as Building Manager and liaison with FMS Trade Specialists to ensure understanding of operational procedures, to provide optimal functioning of the systems under his/her care.
  • Work with respective FMS Trade Specialist to formulate operational and maintenance requirements for the range of building services/systems contracts for newly replaced or commissioned systems.
  • Work with FMS project team to develop strategic plan on Smart building integration on systems.
  • Manage and operate the building to its most efficient and optimum conditions.
  • Drive innovation, efficiency, sustainability and productivity efforts as well as technology adoption to enhance facilities operations and service delivery.
  • Be the key member of Smart and Digital Transformation projects and Energy Saving Initiative undertaken by FMS.
  • Manage Capex, Additions & Alterations and improvement projects including budgeting, cost control, procurement, execution and ensuring quality delivery.
  • Prepare tender documents and technical specifications for various facilities, building and engineering services.
  • Handle mandatory and routine authority submissions on energy performance data.
  • Assist in certification process for building awards and accreditation.
  • Attends, co-ordinates, designs, brief meetings of Facilities Planning with OCIS where necessary.
  • Develop and implement works relating to FMS scope during emergencies, e.g. infectious disease outbreak, major system/facilities breakdown, etc.
  • Other duties as assigned.

Qualifications

  • Relevant degree in Engineering/Facilities Management/Electrical Engineering/Mechanical Engineering/Building Services or equivalent.
  • With at least 5 years' experience in managing building infrastructure.
  • Demonstrated experience in managing Facilities and Building services and systems and strong with hands-on. Those who have experience in managing air-conditioning and mechanical systems, building management/automation system and Smart FM will have added advantage.
  • Familiar with Singapore Codes and Practices, contract administration and procurement procedures.
  • Proficiency in engineering tools such as AutoCAD and able to read engineering and technical drawings.
  • Able to anticipate customer needs, change goals and direction quickly and multitask.
  • Ability to maintain a budget on maintenance and projects.
  • Proven comfort and experience to interact effectively with customers and associates, both inside and outside of the organization.
  • Proficiency with general office PC applications (i.e. word processing, spreadsheets).
  • Demonstrated sound coordinating, personal interface skills and communication skills.
  • Good analytical and organisational skills with strong leadership skills, structured with strong work ethics.
  • Resourceful, good team player, result driven and able to work independently in a fast-paced environment.
  • Comfortable with ambiguity, enjoy challenges and problem solving.
  • Have a keen and natural affinity for technology and innovation.
  • Has an obvious safety mindset and displays good WSH behavior.
