Job summary

GovTech in Singapore seeks a seasoned professional to join the Development team, handling cost planning, procurement and contract administration for building projects. You will work with project managers, consultants and stakeholders to ensure governance and regulatory compliance across procurement and contractual processes.

You will lead drafting and reviewing tender documents, manage tender submissions, evaluate outcomes and support tender awards while overseeing contract administration,

Qualifications

• Relevant background in Contract Management, Quantity Surveying, Building or related fields.
• At least 5–8 years of relevant experience, familiar with public sector works and government procurement system.
• Strong knowledge of construction contract administration, including PSSCOC and construction project finance.
• Experience in project cost planning, budget management and cashflow monitoring.

Responsibilities

• Manage project cost planning, procurement and contract administration from initiation to post-construction.
• Draft and review tender documents; manage queries, evaluate submissions and support tender awards.
• Administer contract documentation including certificates/warranties, payments, variations, EOT and loss & expense claims.
• Attend site meetings to provide contractual advice and support; track cashflow projections and prepare reports.
• Analyze cost data from past and current projects to support budgeting and planning.
• Review divisional policies and ensure governance and regulatory compliance.
