Working closely with Senior Leaders and respective Divisional HSSE teams, the role strengthens organisational capability, promotes continuous improvement and embeds a strong culture of safety, accountability and operational excellence.
The role covers the full GRS portfolio, including operating power and water plants, projects, construction sites, solar assets and industrial facilities across Singapore, Bangladesh, Oman, UAE, Myanmar. It provides portfolio-wide HSSE leadership to drive a common safety culture, consistent governance, standardised assurance and measurable performance improvement across all locations.
Key Roles and Responsibilities
Governance, Standards and Strategy
- Own and govern the Gas Business HSSE operating model, decision rights, accountabilities, standards, critical controls and minimum requirements, ensuring alignment with company policy, regulatory obligations and leading industry practice.
- Shape and secure senior leadership endorsement of the multi-year HSSE strategy and annual improvement roadmap, with measurable objectives, leading and lagging indicators, maturity targets and clear executive governance.
- Provide authoritative HSSE input to business strategy, investment decisions, major projects, acquisitions and operational plans; challenge risk acceptance where required and promote visible leadership, ownership and accountability.
Safety Culture, Leadership and Behaviour
- Establish a common multi-site HSSE governance and assurance framework across the GRS portfolio, including standard audit protocols, site maturity assessments, critical control verification, action closure governance, and common HSSE reporting definitions and scorecards to enable consistent oversight, benchmarking and senior leadership decision making across all locations.
- Establish and sustain a common GRS HSSE culture based on shared safety values, leadership behaviours, risk ownership, learning discipline and accountability, while allowing local implementation to reflect asset, regulatory and site risk requirements.
- Develop safety leadership capability among Plant Heads, Project Managers, functional leaders, HSSE Leads and frontline supervisors through visible leadership, coaching, field engagement, behavioural safety and consistent accountability routines.
- Translate learnings from incidents, audits, GSMC, Group HSSE forums and industry events into practical site improvements, supported by clear safety communication, contractor engagement and workforce participation across all locations.
Performance, Assurance and Risk
- Sponsor the development of digital HSSE dashboards, predictive analytics and executive reporting that provide timely insight into performance and emerging risks; govern common definitions, incident classification and scorecards to support senior management and Board-level decision-making.
- Establish and oversee an independent, risk-based assurance programme covering audits, inspections, leadership field engagements, regulatory compliance and critical-control verification across the Gas Business portfolio.
- Hold Business Units accountable for timely and effective closure of incident actions, audit findings and improvement commitments; escalated overdue, recurring or systemic gaps to senior leadership and recommend intervention where risk exposure is unacceptable.
- Monitor major accident hazards, process safety, barrier health, high-potential events and high-risk work controls to drive systemic risk reduction.
Operations, Projects and Compliance
- Define HSSE expectations for contractors, vendors, projects, shutdowns, turnarounds and high-risk maintenance, from prequalification and design through mobilisation, execution, commissioning and handover.
- Provide executive oversight of material legal and regulatory obligations, permits, licenses, environmental compliance, emissions, waste, water discharge, spill prevention and sustainability-linked reporting, ensuring significant exposures are surfaced and addressed.
