Job Title: Head, Policy & Leadership Development

Organization: Public Sector Science & Technology Policy and Plans Office (S&TPPO)

Science, Technology, and Engineering (STE) are pivotal in modernising public service delivery, as well as driving innovation and efficiency in the public sector. By integrating cutting-edge scientific, technological, and engineering solutions and strategies in operations, the public sector addresses complex societal challenges to significantly improve the quality of life of our citizens.

The Head, Policy & Leadership Development, operates in a strategic capacity to support the Deputy Director in formulating and implementing leadership development strategies, succession planning, and workforce policies for Science, Technology, and Engineering (STE) professionals within the Public Service. This role involves analyzing workforce trends, developing talent development frameworks, and collaborating with agency HR teams to strengthen leadership pipelines, ensuring alignment with national objectives and organizational goals.

This role is a single contributor and can take in a Manager to Senior Manager equivalent. Placement will be dependent on experience.

Key Responsibilities:

  • Assist in designing and refining leadership competency frameworks tailored for STE professionals, ensuring they align with the evolving needs of the Public Service.
  • Develop and implement succession planning strategies to identify and nurture high-potential STE talent for future leadership roles.

Program Development and Coordination:

  • Design and oversee leadership development programs, including the selection and engagement of high-potential STE professionals, to build a robust leadership pipeline.
  • Collaborate with internal and external stakeholders to ensure the effective delivery of these programs, aligning them with organizational objectives.

Compensation and Benefits Analysis:

  • Conduct comprehensive analyses of compensation trends within the STE sectors, providing strategic insights to ensure competitive remuneration and retention strategies.
  • Advise on policy adjustments based on these analyses to maintain the Public Service's attractiveness to top STE talent.

Job Evaluation and Career Pathway Development:

  • Lead job evaluation processes for key STE leadership roles, ensuring clarity in role expectations and alignment with organizational standards.
  • Develop and implement career progression frameworks that provide clear pathways for STE professionals, enhancing employee engagement and development.
  • Establish and maintain strategic partnerships with agency HR teams to monitor STE workforce trends and address emerging challenges collaboratively.
  • Facilitate the sharing of best practices and harmonize talent development initiatives across agencies to promote a cohesive approach to STE leadership development.
  • Formulate comprehensive frameworks that define the competencies required for STE leadership roles, aligned with organizational objectives.
  • Develop effective strategies and plans that ensure a continuous pipeline of qualified candidates for critical STE leadership positions.
  • Formulate well-structured programs designed to enhance the leadership capabilities of STE professionals, with measurable outcomes.
  • Develop detailed reports providing insights into current compensation trends and recommendations for policy adjustments to remain competitive.
  • Establish with agencies stakeholder, clear and structured career pathways for STE professionals, facilitating career development and retention.
  • Establish partnerships and coordinate efforts across agencies to address STE workforce challenges and development needs.

Qualifications:

  • Experience in HR policy development, talent management, leadership development, or workforce planning, preferably within the public sector or STEM-related organizations.
  • Proven ability to analyze workforce data and translate insights into actionable strategies and policies.
  • Demonstrated capability to think strategically, aligning leadership development initiatives with broader organizational goals.
  • Experience in building and maintaining relationships with diverse stakeholders, including agency HR teams and inter-agency working groups.
  • Strong project management skills with a track record of successfully leading and implementing policy initiatives and programs.
  • IHRP / SHRI certification is advantageous but not a key criteria.
