What the role is:
As Assistant Director / Senior Engineer in the Catchment and Waterways Department’s Catchment Surveillance Unit, you will be part of a team responsible for planning and managing surveillance and enforcement works related to illegal discharges, illegal fishing, and illegal abstraction of raw water at reservoirs, catchments, and waterways.
What you will be working on:
Your responsibilities will include, but are not limited to:
- Planning, scheduling, and optimizing resources for site surveillance, inspection, and sampling works, including conducting stakeouts.
- Leading the team to investigate and trace the sources of illegal or pollutive discharges at reservoirs and waterways, and gathering evidence for enforcement actions.
- Reviewing recommended enforcement actions (e.g., notices of offence, composition fines, prosecutions) against offenders and cases not complying with regulations and acts (e.g., PUA, SDA, EPMA).
- Calling tenders and managing/administrating contracts related to surveillance and sampling works.
- Implementing, reviewing, and enhancing work procedures with contractors (e.g., patrol rostering, evidence documentation, incident escalation).
- Ensuring all feedback cases are followed up and closed promptly by the team.
What we are looking for:
- A degree in Civil or Environmental Engineering.
- Preferably at least 5 years of experience in surveillance and enforcement works.
- An independent, result-oriented, and self-driven team player with good communication and project management skills.
- Meticulous, proactive, and resourceful.
- Proficient in Microsoft Office.
