Job description:
Position Overview:
The position is a senior leadership role responsible for overseeing the strategic planning, development, and management of all facilities and engineering functions within the organization. This role ensures the efficient operation, maintenance, and enhancement of all physical assets, infrastructure, and services, aligning them with the company's strategic objectives and regulatory requirements. The appointment designation will commensurate based on the relevant work experience.
Key Responsibilities:
Strategic Leadership:
- Develop and implement the strategic vision and long-term goals for facilities management and engineering.
- Collaborate with executive leadership to integrate facilities and engineering strategies with overall business objectives.
Operational Management:
- Oversee the daily operations of all facilities, including maintenance, repairs, and upgrades.
- Ensure optimal functionality, safety, and compliance of all physical assets and infrastructure.
- Support resort business units in their facility needs, ensuring continuous and uninterrupted operations.
- Business Units include but are not limited to Casino, Attractions, Hotels, F&B, MICE, IT, Leasing, etc.
Project Management:
- Lead major facilities and engineering projects, including construction, renovation, and technology upgrades.
- Manage obsolesces equipment replacement plan.
- Develop project plans, manage budgets, and coordinate with internal and external stakeholders to ensure successful project delivery.
Team Leadership:
- Build, mentor, and manage a high-performing team of facilities managers, engineers, and support staff.
- Foster a collaborative and productive work environment, promoting professional development and performance excellence.
- Plan and manage team members' welfare and staffing requirements.
Budget and Financial Management:
- Develop and manage the annual facilities and engineering budgets.
- Monitor expenses, identify cost-saving opportunities, and ensure efficient resource allocation.
Compliance and Safety:
- Ensure compliance with all relevant local regulations, including health and safety standards.
- Implement and oversee safety protocols and emergency response plans to safeguard employees and assets.
Vendor and Contract Management:
- Negotiate and manage contracts with external vendors and service providers.
- Evaluate vendor performance and ensure service quality aligns with organizational standards.
Sustainability and Innovation:
- Promote sustainability initiatives and green practices within facilities operations.
- Identify and implement innovative solutions to improve facility performance and reduce environmental impact.
Stakeholder Engagement:
- Serve as the primary liaison between facilities management and other departments, ensuring effective communication and collaboration.
- Provide regular updates and reports to senior management on facilities performance, project status, and strategic initiatives.
- Close collaboration with internal departments to establish security boundary control and enhancement.
Develop Processes:
- Develop and enforce SOP and implement best practices.
- Manage lesson learnt for future development specifications.
Qualifications and Requirement:
- Bachelor's Degree in Electrical, Mechanical, Civil, Architecture or a related field. Master's Degree preferred.
- Minimum of 15 years of experience in facilities management and engineering, with at least 10 years in a senior leadership/supervisory role.
- Strong leadership and team management abilities.
- Expertise in project management, budget oversight and cost analytical & management skills.
- In-depth knowledge of building systems, maintenance practices, and regulatory compliance.
- Able to prioritize and solve operational issues in a fast-paced, service-driven environment.
- Excellent communication, negotiation, and problem-solving skills.
- Proven ability to drive strategic initiatives and manage large-scale projects and facilities, particularly utilities management in energy, water, waste and district cooling systems.
- Familiar with sustainability and de-carbonization reporting.
- Experienced in Building FSM, WSH ISO45K Certification, BCA Green Mark Certification and FM Global requirements.
