Job Title: Assistant Tender Manager/Manager
Reference ID: 36012

Our Client is a Japanese mechanical and electrical engineering company. Currently, our client is looking for an Assistant Tender Manager/Manager.

Reporting to MD/Tender Manager

【Responsibilities】

Tender Manager's Responsibilities:
- Analyse and clarify RFQs (Request for Quotation) or opportunities during the pre-tender and tender phase and raise queries or amendments to influence clients or consultants if possible
- Prepare a Risk Management (RM) checklist to present to local and Japanese management for decisions
- Visit the site show round to understand the scope of work and prepare MOM for Tender scope
- Lead and organize single or multi systems like mechanical, electrical and ELV tender preparation, reviews and submission to ensure completeness, quality, technical and risk compliance, and on-time tender submission
- Consolidate and analyze technical, bill of quantities, price schedules, cost/quotes, financial data and commercial contracts in order to ensure technical compliance, risk mitigation and competitiveness during the tender preparation and clarification phase
- Arrange project involvement during the Tender stage and manpower planning with a project to come up with a project organization chart and preliminary cost
- Enhance and consolidate quotes to reach target win price while avoiding rejection and margin slippage and to prepare Tender cost summary for management approval for tender profit margin
- Prepare tender interview presentation to support management during the tender clarification/negotiation phase to win the tender
- Lead and organize tender reviews and meetings to ensure completeness and quality handover to the project management team
- Prepare Weekly Tender Report to submit to Japan
- Perform any other related duties assigned to support management

Assistant Tender Manager's Responsibilities:
- Assist Tender's /Contract Manager in the preparation and submission of Tenders
- List the scope of work and commercial requirements to determine the risks of the project
- Create a Tender File to have proper tender management tracking and monitoring
- Prepare and follow up on the Request for Quotations to suppliers/sub-cons to ensure tender costing and technical data are submitted on time
- Collate price comparison, costing summary and technical proposal to prepare a tender submission
- Study the addendum and/or corrigendum documents and update the costing summary with technical proposal accordingly
- Prepare and update tender submission documents on time
- Maintain relevant documentation in an orderly and proper manner
- Prepare presentation slides necessary for the tender interviews
- Any other works/duties that are assigned by the Superior
- Prepare plans and documents for quotations to suppliers that will be used as the basis for pricing
- Obtains, compiles and evaluates quotations from the respective suppliers/vendors according to tender requirements
- Prepare bill of quantities which involves quantity take-off, material sourcing, measuring and estimating materials and labour costing
- Carry out the detailed breakdown pricing
- Understanding of Tenders concerning scope of work, pricing schedule and non-material requirements
- Attend onsite and consultant architects and associate consultants in the administration of projects

【What you will receive】
- Basic Salary: S$4,800 - S$8,000
- Annual Increment (Subject to company policy and performance review)
- Annual Leave: 12 days (Maximum 18 days)
- Medical Leave: 14 days
- HP Allowance: $50 per month
- AIA Medical Insurance: Co-payment of SGD 5 (available after completing the probation period).
- AIA Dental benefits are capped at SGD 200 (available after 1 year of service).

【Requirements & Preferences】
(Must)
- Degree in Mechanical or Electrical Engineering
- 3-5 years experience as an Assistant Tender Manager/Manager and building electrical work experience within M&E Industry
- A Project Manager with electrical work experience who is keen to switch to Assistant Tender Manager/Tender Manager will also be considered
- Experienced leader, ability to lead more than 3 Quantity Surveyors (QS), and work with several departments to meet deadlines.
- Experience in HT LV, and ELV, with knowledge in ACMV/Fire is a must.
- Ability to handle multiple tenders at one go and handle tender interviews with smooth eloquent expressions
- Proficient in Word, Excel & PowerPoint for the preparation of presentation materials.
- High integrity, with a positive outlook and critical thinking.

(Advantageous)
- Exposure to Data Centres (DC) & Airports is a plus point.
- Experience working in a Japanese company would be a plus!
