A prominent construction management firm in Singapore is seeking a skilled Project Manager responsible for overseeing multiple projects, ensuring timely delivery and adherence to safety standards. The ideal candidate has significant experience in managing medium to large projects and a strong understanding of all construction processes. This role entails guiding the project team and maintaining high professional standards throughout each phase of project execution.
Key Responsibilities
· To be responsible for providing project management to ensure the safe, successful, cost-efficient, and timely delivery of a variable number of projects at any time, enabling and providing as necessary, effective risk management and problem resolution.
· To provide guidance and to personally manage, as appropriate, risk and client and professional expectations through early identification of issues from project reporting project meetings and other inputs.
· To proactively set health & safety standards and culture for all assigned projects and to take appropriate action where necessary to reduce safety risk.
Key Deliverables
· Responsible for the Project Execution Plan (PEP).
· Manages clients and consultants together with the Project Team in the delivery of a variable number of projects.
· Responsible for financial viability, on time delivery and customer control on assigned projects.
· Responsible for tendering, reviewing, site feasibility, restitution, recommending contractors, implementation and handover of projects.
· Provides interface with the client/end users.
· Ensures that all in the project delivery team are adequately instructed and trained on all matters relating to project work.
· Maintain the professional standards of the Company, working effectively and efficiently within the project brief and time & cost constraints.
· Update client periodically on status of projects/initiatives and produces regular (monthly) project reports with the support from the respective project managers.
· Advise consultants’ obligations to client and manages/monitors the consultants’ performances during the discharge of their obligations
· Responsible for project cost estimates, tender documents, payment certificates and recommendations for progress claims in conjunction with the commercial team.
· Responsible for project handover to Commercial Team, Client / Consultant, alongside with the respective project managers.
Proposal Stage
· Attending the pre-tender and post tender meetings to review and advise on technical aspects of the prospective project.
· Prepare the Technical Proposal with the assistance of the Project Manager, Planning Engineer, Design Manager, M&E Manager, HSQE Manager and Commercial and present to the Construction Director.
Pre-Construction Stage
· Review tender / contract documentation and be aware of all contractual requirements.
· Ensure pre-construction activities are planned and carried out by the project team.
· Provide advice during the preparation of the procurement schedule and construction program. Ensure that the procurement schedule aligns with the construction sequencing requirements.
· Chair the Project Start-Up Meeting(s) with the Project Delivery Team
· Ensure the Project Manager with Design Manager prepares for the Design Workshops and attends the meeting with the project delivery team.
· Monitor procurement and trade contractor’s selections.
· Oversees the development of the master program, method statements, resource calculations and site mobilisation / establishment by the Project Manager
Construction Stage
· Monitor site progress in relation to contractually agreed terms. Advise and mitigate project risks.
· Monitor program and check progress on site. Ensure any deviations to program are addressed.
· Takes responsibility and immediate action for any Extension of Time Requirement.
· Ensure design information is being managed.
· Ensure procurement activities are progressed and completed according to program.
· Ensure project meetings are carried out and documented accurately.
· Ensure commercial aspects are managed, coordinated and reconciled with construction documentation.
· Take responsibility for project profit & loss.
· Ensures proper maintenance of project document and records in accordance with Best Practical
Completion Stage
· Chair Completion meeting and review all core aspects and completion activities at this stage.
· Oversee the preparation of a micro sequence program to close out the project.
· Ensure handover is properly coordinated.
· Ensure a smooth transition between handover and occupation by the client.
· Ensure application is made and obtained for Certificate of Practical
Completion
· Ensure the Operation and Maintenance Manual (O&M) is in order and issued to the client.
· Ensure defects identified by client and consultant as well as building management are managed and closed out effectively and promptly.
· Ensure application is made to release Building Deposit.
· Ensure the project is closed out.
Post Completion
· Ensure an updated and concise Project Close out Report is submitted on time.
· Conduct a joint inspection with the client and consultants at the end of Defects Liability Period (DLP).
Essential Skills
· Knowledge of the construction process, preferably fit-out/refurbishment based
· Understands the Pre & Post construction process.
· Organise and manage project from design phase to completion.
· Able to collate information from his team to prepare and present the project report
· Has been involved at a senior level in medium and preferably at least one large project
· Understand & comply with a Health, Safety, Quality and Environment policy and procedures
· Able to apply and operate a safe system of works
